Box 388 • Stockton CA 9520'e8(0 ° N P.• <br /> i. 4 i.7 <br /> 209/468-3420 � U <br /> To: Responsible Parties MAILED NOV 141995 <br /> (see attached list) <br /> Re: Lincoln/Charter Way Groundwater Contaminant Plume <br /> This letter is being sent to summarize the October 30, 1995 meeting held at the office of San Joaquin <br /> County Public Health Services, Environmental Health Division (PHS/EHD). The purpose of the <br /> meeting was to discuss and address the nature and extent of the above noted groundwater plume and <br /> to collaborate a strategy to abate the problem. <br /> Items Of Discussion <br /> ' THE IDENTIFICATION OF ADDITIONAL POTENTIAL SOURCE AREAS. Several <br /> location maps showing groundwater concentrations were presented for discussion; <br /> from this generalized data, several separate but commingling groundwater plumes <br /> were apparent. These potential source areas need further investigation for history of <br /> site usage. <br /> THE SUBMITTAL OF CLEANUP FUND APPLICATIONS FOR ELIGIBLE TANK <br /> OWNERS. PHS/EHD, in a recent telephone conversation with the State Water <br /> Resources Control Board (SWRCB) Cleanup Fund staff, has learned that there are <br /> currently several legislative bills regarding the cleanup fund and commingling plumes. <br /> Should any of these bills pass, there may be, in the near future, reimbursement relief <br /> for responsible parties cooperatively involved in commingled plumes. There will most <br /> likely be serious legal conditions that must be satisfied to be eligible. PHS/EHD will <br /> continue dialogue with the SWRCB fund staff as this situation progresses. <br /> THE INITIATION OF WORK AT THE 515 W. CHARTER WAY AND THE 1444 S. <br /> LINCOLN STREET PROPERTIES The work required at these sites is to identify the <br /> nature and distribution of hydrocarbons on each respective site and, as feasibility <br /> studies have already been completed at several nearby sites, to install vapor <br /> extraction/air sparge wells. This should be done in one mobilization attempt, if <br /> possible, and by a contractor with sufficient successful experience in this type of work. <br /> THE POSSIBILITY OF SHARING REMEDIATION EQUIPMENT TO REDUCE <br /> OVERALL LENGTH OF REMEDIATION TIME AND COSTS. The ultimate feasibility of <br /> this concept depends on several factors and can be discussed in greater detail at the <br /> next scheduled meeting. <br /> Anticipated Progress Before Next Scheduled Meeting <br /> To obtain further information on the history and use of other nearby properties <br /> considered to be additional possible sources to the commingled plume. <br /> A Division of San Joaquin County Health Care Services <br />
