SAN J O A Q U I N Environmental Health Department <br /> COUNTY <br /> i . Primary piping test: Witness tightness test performed by SWRCB licensed tank tester or receive <br /> passing 0 . 1 gallon per hour test results from the PLLD (if installed ) . A visual inspection is <br /> required for PLLD tested lines . <br /> J . Since concrete will be broken near the 87 and 91 tanks , verification of tank integrity and <br /> continuous monitoring must be conducted once concrete is poured in accordance with the <br /> manufacturer' s guidelines . <br /> k . Sensor functionality: Functionality of the monitoring system must be verified to ensure that <br /> monitoring has been restored to meet the requirements of Title 23 California Code of <br /> Regulations and the Health & Safety Code . If it is determined that a cold start is necessary , a <br /> copy of the alarm history shall be printed prior to performing the "cold start" of the Veeder Root <br /> system and made available at the time of EHD inspection . <br /> I . Verification of the dispenser footprints contained by the UDCs ; any potential leaks from piping <br /> and fuel filters must drain directly into UDCs . <br /> m . Visual inspection of the piping within the dispensers <br /> n . Leak detector test: Leak detectors must be tested to confirm that the devices can detect a leak <br /> of 3 gallons per hour at 10 psi . Leak detector monitored line volumes shall be appropriate for <br /> the make and model of the installed leak detectors , and shall be verified at the time of piping <br /> installation . <br /> Please be aware that the facility cannot operate the UST system prior to the EHD inspection <br /> and approval . <br /> 4 . Any individual performing the work of a service technician must meet the following qualifications : <br /> a . Possess or be employed by a person who possesses one of several permissible valid , current <br /> contractor' s licenses issued by the Contractors State License Board (may be issued to the <br /> installation company) , or a Tank Tester' s license issued to the individual by the State Water <br /> Board , and <br /> b . Possess or work under the direct and personal supervision of an individual physically present at <br /> the work site who possesses a valid , current California UST Service Technician certificate <br /> issued by the International Code Council ( ICC) , and <br /> c . Possesses a valid , current certificate of training from the manufacturer(s) of the component(s) <br /> being tested , repaired , or serviced . <br /> 5 . Individuals installing underground storage tank system components must possess or work under <br /> the direct and personal supervision of an individual physically present at the work site who <br /> possesses all of the following : <br /> a . A valid , current contractor' s license issued by the Contractors State License Board , and <br /> b . A valid , current UST Installation/Retrofitting certificate issued by the International Code Council <br /> ( ICC) , and <br /> c . A valid , current certificate of training from the manufacturer(s) of the component(s) being <br /> installed . <br /> 6 . See ' Sampling Protocol for Routine Tank Removals' and 'Verification Analysis' on page 5 of the <br /> permit application for required analytical tests and number of samples to be taken and witnessed by <br /> EHD . <br /> 7 . All appropriate test ports must be installed to facilitate routine communication testing (e . g . at the <br /> beginning and end of each vacuum zone branch , and inside brine filled sumps , etc .) . No additional <br /> shut off valves should be installed between the monitored interstitial spaces and their respective <br /> sensors . <br /> 8 . All installation and testing shall be in compliance with manufacturer' s instructions and CCR 2635 <br /> and 2636 . <br /> 2of3 <br />
