EHD agrees that the lateral and vertical extent of soil contamination and the vertical extent of
impacted groundwater appears to have been defined. However, the lateral extent of groundwater
contamination remains undefined as shown by the presence of contamination in well MW-3 in intermediate
well MW-106. The section"Site Background"from the above referenced work plan,states that,"The
presence of TPH-G contamination in intermediate wells MW-106 and MW-107 suggests that a submerged
plume is being sourced by residual soil contamination beneath the present water table(at 35 feet below
surface in December 2001)." The presence of a submerged source may contribute to the off-site migration
of petroleum hydrocarbons. Therefore, full lateral definition of contaminated groundwater will be needed
in order to draw cross-sections showing areas of non-detection,demonstrate plume stability and to
complete contaminant mass calculations in preparation of a Problem Assessment Report(PAR).
Contamination Fate&Transport Calculations are unnecessary at this time. Travel times of groundwater
contamination to current receptors cannot be used as a basis for closure. Site-specific closure will be based
on current,as well as future, threat to potential receptors and beneficial use of groundwater.
A work plan to define the lateral extent of impacted groundwater should be submitted to EHD by 1 July
2002. Please contact Sam Savig,EHS at(209)468-3453 if you have questions regarding this letter.
Donna Heran,REHS,Director
Environmental Health Department
Sam Savig,EHS Nuel C.Henderson,Jr.,R.G.
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: Marty Hartzell-CRWQCB
Raynold I.Kablanow II,Ph.D.-Geological Technics Inc.
