3.1.2 Sites with Operating Permits Only <br /> Various agencies issue operating permits to regulate the handling, movement, storage and <br /> disposal of hazardous materials, and require mandatory reporting. The inclusion of these <br /> sites on the list does not imply that an environmental problem exists or has existed at these <br /> sites; but that a potential for release exists simply because the facility handles, stores, or <br /> disposes of hazardous materials. <br /> Nine facilities were listed on the database within one-quarter mile of the proposed ARCO <br /> ' site at downgradient and upgradient locations. The closest facility with a UST is as follows: <br /> Site: Chevron service station <br /> Location: Across the street, to the west (downgradient) at 1103 south Main <br /> Street. <br /> Based on groundwater depth, flow direction, and information obtained from the records <br /> reviewed, there is no reason to believe that any of the listed sites with "operating permits" <br /> have had an environmental impact on soil and groundwater beneath the ARCO Facility. <br /> However, the Chevron service station is located directly across the street in a downgradient <br /> direction but proximal location and presents a moderate potential for environmental impact <br /> �. to the site. <br /> 3.2 GOVERNMENT AGENCY CONTACT <br /> SECOR has interviewed the local agencies listed below by telephone or by site visit. A brief <br /> discussion of SECOR's findings follows each of the listed agencies. <br /> 1) City of Manteca Building Department <br /> 'r Contact: Mr. Joe Meath, Chief Building Inspector Phone: (209)239-8421 <br /> Mr. Meath indicated that the property was subdivided in 1975 and that there are <br /> numerous permits on file for the site. These permits include electrical, plumbing, <br /> etc. The earliest and current building permit is dated 4-18-78 for the construction <br /> of industrial steel buildings. There are no demolition permits on file. <br /> 2) City of Manteca Planning Department <br /> L. Contact: Ms. Mary (declined to give last name) Phone: (209)239-8427 <br /> Ms. Mary stated that the site is zoned industrial and there are no special studies <br /> required. The Assessor Parcel Number is 221-190-08.
