The ORC .was mixed with water in the excavator bucket and placed in <br /> the bottom of the excavation. Treadwell&Rollo personnel did not observe soil backfill and <br /> compaction procedures. According to Mr.Tom Rasica of Swinerton Builders, on 20 April 2005, <br /> all backfilling and compaction testing was overseen.by Kleinfelder&Associates.
