,, b <br /> '1 <br /> 1.0 INTRODUCTION <br /> This Remediation Completion Report (DRCR) has been prepared for submittal to the California <br /> Department of Toxic Substances Control (DTSC) by Treadwell &Rollo, Inc., on behalf of the <br /> Stockton Department of Housing and Redevelopment (SDHR),for six parcels of land <br /> { <br /> collectively referred to as the North Shore Parcels. This DRCR has been prepared as part of <br /> SDHR's oversight and consultation agreement with the DTSC for properties collectively referred <br /> to as the North Shore Parcels (Site) (Figure 1). The Site is planned for redevelopment to include <br /> a baseball stadium and an indoor,sports arena, with retail and parking facilities. <br /> The SDHR has entered the DTSC's Voluntary Oversight Program that required the SDHR to <br /> i , <br /> it prepare a Remedial Investigation (RI) Report, a Feasibility Study (FS) (Treadwell & Rollo, <br /> 2000a, b), a Remedial Action Plan (RAP)with a Risk Assessment (Treadwell & Rollo, 2001b), <br /> and a Remedial design and Implementation Plan (RDIP) (Treadwell & Rollo, 2004a). <br /> The Site consists of the following areas as shown on Figure 2: <br /> Area 10—Banner Island,located south of Lindsay Street and east of Van Buren Street; <br /> i <br /> Area 11 — 300 Lincoln Street; <br /> Area 15 —423 North Madison Street, also referred to as Chase East; <br /> Area 16—424 North van Buren Street, also referred to as Chase West; <br /> Area 20—Former Western Railroad parcel; and <br /> e Area 21 —404 West Fremont Street, also referred to as the Crystal Creamery. <br /> 2.0 SITE DESCRIPTION'AND BACKGROUND <br /> The Site consists of six parcels, referred to as areas, which have been grouped into two Operable <br /> Units (OUs). Operable Unit 1 (OU I) consists of Area 10, Area 11, and Area 20, and Operable <br /> Unit 2 (OU2) consists of Area 15, Area 16, and Area 21.
