Attachment I <br /> Modifications and Compliance Schedule <br /> for <br /> Eldorado Chemical Co. , Inc. <br /> Inground Hazardous Waste Storage Tank <br /> Closure Plan (CP) <br /> Clarification: The Closure Plan (CP) prepared by Falcon Energy <br /> Associates refers to "three inground tanks. " Due to the <br /> construction and method of using the tank, the Department of <br /> Health Services (DHS) considers the unit to be a single tank <br /> consisting of three interconnected cells. This distinction is <br /> irrelevant to the proposed closure procedures. Therefore, for <br /> simplification, DHS will refer to the unit as a single tank. <br /> 1) Within 30 days of approval of this CP, Eldorado Chemical <br /> Co. , (ECC) shall submit the following information to DHS. <br /> DHS must approve and accept the information as complete <br /> before closure activities start. <br /> A) ECC shall submit a health and safety plan to cover all <br /> aspects of the closure operations. <br /> B) ECC shall submit details of the procedures to be used <br /> to decontaminate field equipment and machinery <br /> including procedures for containment and disposal of <br /> the removed contamination. <br /> C) ECC shall submit revised closure cost estimates to <br /> include any additional work or analytical costs <br /> resulting from these modifications. <br /> D) ECC shall submit an estimate of the volume of each type <br /> of waste and details on handling and disposal <br /> procedures including the anticipated treatment/disposal <br /> facility and the approximate distance to the treatment/ <br /> disposal facility. <br /> E) ECC shall submit additional information on procedures <br /> for storing excavated waste materials. This <br /> information shall include procedures to prevent contact <br /> with uncontaminated soil, wind dispersal, and rain <br /> water run on and run off. <br /> F) ECC shall submit information on the schedule or <br /> estimate of the number of periodic inspections by the <br /> certifying engineer anticipated during closure. <br /> 2) ECC shall comply with the following conditions: <br /> A) Overburden from the pipe removal, down to 6" above the <br /> pipe shall be placed in a separate storage pile. This <br /> material may be used for backfill if suitability is <br /> demonstrated through sampling and analysis. <br /> B) All pipes and soil from six inches above the pipe to <br /> the deepest part of the excavation shall be handled and <br /> disposed of as hazardous waste. <br />
