Following is a summary:
- The site investigation was completed by the dates specified.
- For the most part, quarterly reports contain"the required information and have been submitted
on time.
The Final Remediation Plan (FRP) was submitted on time, but was incomplete. Additional
information was requested and after submittal, a Bioremediation Pilot Study was performed
several months after the C&A required that remediation begin.
- After completion of the Pilot Study, Board staff had reservations about the efficacy of the in-
situ bioremediation, however, we agreed to the implementation of a full scale project at the
site.
The bioremediation program began in August 1994, almost a year after the date required in the
C&A.
After one full year of bioremediation, evidence of contaminant reduction is limited.
We met with you and your consultant in October 1995 to discuss the progress of remediation at your
site. Your consultant proposed to modify the bioremediation program. A work plan containing the
proposed bioremediation modifications was also to include a plan for a down-gradient well, additional
assessment of existing site information, and a time schedule. The work plan was submitted
15 December 1995 as we agreed.
We will continue working closely with you to complete remediation of your site to allow eventual
closure. If you have any questions, call me at (916) 255-3133.
ELI ETH A.
