Mr. James L. Barton P.G.
Central Valley Regional Water Quality Control Board
December 3, 2015
Page 3
Field Investigation
Permitting and Utility Clearance
Prior to conducting the field activities, boring installation permits will be obtained from the San
Joaquin County Environmental Health Department (the County).
Underground Service Alert will be contacted to clear the boring locations of underground utilities
and a private utility location firm will clear the proposed boring locations using a combination of
radio frequency utility locating, ground penetrating radar, and magnetic and electro-magnetic
metal detecting equipment. In addition, the boring locations will be cleared by hand augering to
5 feet bgs prior to advancing the borings.
In addition, a project Health and Safety Plan will be prepared for the work described in this Work
Plan.
Borehole Installation
Under the supervision of a geologist, a C-57 licensed driller will advance direct push soil borings
equipped with 1-7/8-inch-diameter hollow drive rod to the desired depth to collect depth-discrete
grab groundwater samples. Based on review of the soil boring logs from Boring B-47/MW-1 B.
we are proposing sampling depths of approximately 35, 45, and 55 feet bgs. Upon reaching the
desired depth, a clean, stainless steel bailer will be used to collect the grab groundwater
samples. The water will be decanted into clean laboratory supplied containers and samples will
be submitted to Accutest Laboratories of San Jose, California for analyses by TPHd by EPA
Test Method 80158. After the sample is collected at the desired depth, the sampling assembly
will be removed from the hole and decontaminated using a high pressure washer and/or steam
cleaner and a new drive point will be advanced to collect a grab groundwater sample at the next
indicated depth.
The grab groundwater borings will be abandoned in place using a tremmie pipe to install a
Portland cement slurry from the total depth to the surface and completed to match the
surrounding surface.
Investigation Derived Waste Management
Investigative derived waste (IDW) produced during the investigation will consist of
decontamination rinse water and soil cuttings from each boring. During the field activities, water
and soil IDW will be placed in Department of Transportation approved 55-gallon drums for
temporary storage pending analysis and proper disposal. IDW will be sampled for waste
characterization prior to disposal. A copy of the waste manifests will be provided to the Water
Board.
Schedule and Reporting
Amec Foster Wheeler will coordinate with the Water Board and Newark in advance of sampling.
A soil boring permit application will be submitted to the County upon approval of this Work Plan
from the Water Board. An estimated two weeks will be needed to receive the final permits from
Amec Foster Wheeler
