4 <br /> kn KLEINFELDER <br /> ' <br /> subsurface structures are encountered during site development or excavation on site, care should <br /> be exercised in determining whether or not the subsurface structures contain asbestos. If they <br /> contain asbestos, they should be removed, handled, transported, and disposed of in accordance <br /> with local, state, and federal laws and regulations. Additionally, if suspect materials are <br /> 1 encountered, the signatories of this report should be notified. <br /> 2. Onsite structures are noted to being built before the 1980's. These structures may have asbestos <br /> ' containing materials and/or lead containing paints. If the structure are to be renovated/demolished <br /> in the future, an asbestos and lead survey should be conducted prior to renovation/demolition in <br /> order to be in compliance with the Asbestos (National Emission Standard for Hazardous Air <br /> Pollutants) NESHAP regulation enforced locally by the San Joaquin Valley Unified Air Pollution <br /> Control District(SJVUAPCD). <br /> 3. A septic system is located east of the restroom north of the racetrack and located west of the <br /> ' restrooms in the southern portion of the site. Kleinfelder recommends that the septic systems be <br /> abandoned in accordance with local, state and federal regulations. If unusual odors or soil <br /> discoloration is noted soil sampling should be conducted. <br /> ' 4. Approximately five dry wells and associated drains are located on the subject site. Kleinfelder did <br /> not reveal incidences of releases/ spills of hazardous substances associated with the dry wells as <br /> part of this assessment. Kleinfelder is concurrently conducting a Phase II Assessment to evaluate <br /> ' potential contaminants in soil associated with these dry wells. <br /> 5. A storm water retention basin is located northeast of the racetrack. It does not appear to pose an <br /> environmental concern to the site. <br /> 6. Utility vaults were noted throughout the site. No staining, evidence of leakage, stressed <br /> vegetation, or odors were observed and the utilities are not currently expected to have an adverse <br /> impact on the site. <br /> 7. Soil staining was noted in the grass and dirt areas of the racetrack. Kleinfelder is currently <br /> conducted a Phase II Assessment to evaluate potential contaminants in shallow soil associated <br /> with the race track. <br /> 8. A soil stain was noted on the southeast end of the water retention basin located north of the <br /> racetrack. The vertical extent of the stained area could not be evaluated. If the client desires, soil <br /> sampling and analysis can be performed to further address this issue. <br /> 9. Two pole-mounted transformers and a pad-mounted transformer are located on the subject site. <br /> No leaking or soil stains were noted in association with the transformers and they do not appear to <br /> pose an environmental concern. <br /> t 10. Two domestic wells are located west of the bleachers. If the wells are intended for future use, they <br /> should be tested for suitability. If the wells are to be removed, Kleinfelder recommends that the <br /> wells be closed and removed in accordance with local, state and federal regulations. <br /> ' 11. A fuel AST is located on a concrete secondary containment pad north of the racetrack. No <br /> staining, leakage or stressed vegetation was observed on or around the tank. An interview with <br /> the owner indicated this area included past mobile AST/s in this area as well. Although the tank is <br /> ' not currently expected to have an adverse impact on the site, Kleinfelder is currently conducted a <br /> Phase II Assessment which includes evaluation of this AST area. <br /> 12. Approximately ten 55-gallon drums are located on a concrete secondary containment pad north of <br /> the racetrack and two 55-gallon drums are located south of the racetrack. No staining, leakage or <br /> stressed vegetation was observed on or around the drums.
