Msultants <br /> July 28, 1998 <br /> Resident <br /> 2071 Country Club Boulevard <br /> Stockton, CA 95204 <br /> Subject: Environmental Investigation at Kwikee Foods <br /> 2081 Country Club Boulevard <br /> As you may or may not be aware,the gasoline storage tanks at the Kwikee Food Mart <br /> near your home were removed earlier this year and Kwikee Foods no longer sells <br /> gasoline. When the tanks were removed, it was discovered that they had leaked, <br /> contaminating the soil and groundwater beneath the property. In compliance with state <br /> law,the San Joaquin County Public Health Services,Environmental Health Division,has <br /> required an investigation to determine the extent of contamination. As part of the <br /> investigation,Upgradient Environmental Consultants has drilled several borings and <br /> wells on the Kwikee Foods property, and it appears that groundwater contamination may <br /> extend eastward beyond the property boundary. The Environmental Health Division has <br /> therefore instructed us to contact you to request permission to drill on your property. <br /> The drilling rig that would be used is mounted in a small truck about the size of a pickup. <br /> It makes a hole about 1 inch in diameter, so there is very little disturbance to the property. <br /> The truck would probably be parked on the driveway;and the hole would be in the lawn <br /> area alongside. The hole could be drilled and sampled and the area could be restored to its <br /> previous condition in less than 2 hours. <br /> If contamination is discovered,it becomes the responsibility of the owner of Kwikee <br /> Foods to perform any further investigation or cleanup required by Environmental Health. <br /> However,until the extent of contamination is determined,neither Environmental Health <br /> nor the Regional Water Quality Control Board will allow the owner to begin the cleanup. <br /> It is therefore to your benefit to grant permission to drill. <br /> We would like to perform the drilling in September. Befoke Environmental Health will <br /> grant us a drilling permit,we need a letter from you granting access to your property.If <br /> this is acceptable,please send a brief letter to my attention.-If you have any questions or <br /> would like to discuss this matter further,you may reach me by mail or by calling 772- <br /> 3620. Alternatively,you may contact Michael Infurna of the Environmental Health <br /> Division at 468-3454.
