Boulevard Auto page 2
2151 Country Club, Stockton.
EHD also requested that you submit a justification (threat, feasibility,
comparative cost effectiveness, etc.) for the 'pump and treat' interim remediation
your consultant recommended. This justification was not included in the Plan.
Based on the length of time since the USTs have been out of the ground at this
site, the absence of free-phase product, no private drinking water wells within
2000' of the site, and without a justification to support its need, EHD feels that
emergency remedial action (interim pump and treat) is not warranted at this time.
If it can be shown that the ground water petroleum plume migration/unstableness
is endangering drinking water or public health, EHD will re-evaluate your request
to conduct interim remedial action.
EHD and the Central Valley Regional Water Quality Control Board (CVRWQCB)
are requiring UST sites with undefined offsite plumes to evaluate the surrounding
area for vapor intrusion. Please include a vapor intrusion evaluation or soil vapor
collection proposal in the report of findings/work plan for monitoring well
installation due at EHD at the end of this CPT installation phase.
The Plan is adequate and necessary (CA H&S Code 25296.10[c] [31) and
approved with conditions that the above noted items are included.
Please contact Michael Infurna at (209) 468-3454 should you have any
questions or wish to discuss the site. Mr. Infurna can be reached by electronic
mail at minfurna()sicehd.com.
Donna Heran, REHS, Director
Environmental Health D partment
Michael J.
