SPCC Facility Discharge Prevention <br /> Valley Pacific Petroleum Services personnel implement the following measures to prevent <br /> discharges during the handling, use, or transfer of oil products at the facility. The Facility Manager <br /> will provide training to the employees who handle oil, so they can implement the following <br /> measures properly. <br /> A. Possible Spill Events <br /> The existing facility has several locations where oil may potentially spill. Table 4 outlines <br /> these locations and types of existing control of the spill. The engineers at 4Creeks, Inc. <br /> evaluated this facility based on controlling a single event and not a catastrophic <br /> occurrence of multiple events taking place at once. The Facility Diagram (Attachment B) shows the location of the <br /> facility SPCC Plan. <br /> 1. Facility SPCC Structures <br /> a. Tank Construction <br /> Tank 1 is made of steel, which has been welded to form their cylindrical shape. The <br /> tank was constructed in accordance with local codes and industry standards at the <br /> time of their construction.
