510 420 1707• <br /> NOV-9-99 16:26; Page 11129 <br /> A Phase I site assessment was prepared in 1996 for the Weber Block property at the time the <br /> northeastern portion of the site was operated by Bridgestone Tire and Auto Repair facility(Versar- <br /> McLaren/Hart• 1996). No hazardous materials were observed on-site during the site reconnaissance. <br /> No evidence of spills or releases of hazardous materials outside the buildings or to the subsurface <br /> were observed during the site visit,with the exception of the operation of on-site remediation system <br /> and groundwater monitoring welly. One solid waste dumpster was observed during the site visit,but <br /> was not observed to contain hazardous wastes. The Weber Block property was not identified as <br /> being listed on the Comprehensive Environmental Response, Compensation, and Liability <br /> Information System (CERCLIS) or the Resource Conservation And Recovery Information System <br /> (RCRIS) in the Phase 1 assessment. <br /> The Phase II assessment was conducted in 1998 for the Weber Block property, exclusive of the <br /> former Shell Station/Bridgestone Tire and Auto Repair facility(Black&Veatch, 1998a). The Phase <br /> I1 investigation identified the presence of hazardous materials associated with past hazardous <br /> substances and waste management activities. DTSC and U.S. Environmental Protection Agency <br /> were the lead agencies for the Phase 11 investigation. DTSC is the lead agency for the preparation <br /> of this PEA, which has been prepared under the authority of tate Polanco Act. <br /> Off-site Land Uses <br /> Off-site land uses with potential hazardous materials uses as identified in the Phase 1 environmental <br /> site assessment included the following(Versar-McLarcn/Hart, 1996): <br /> To the north: <br /> • An auto repair facility was located at 3 East Channel Street from the raid 1920s to the early <br /> 1930s; <br /> • A machine shop was located at 9 East Channel Street, and operated from at least 1928 to the <br /> mid 1940s; <br /> • An auto repair facility was located at 35 East Channel Street from the mid 1940s to the mid <br /> 1950s; <br /> • An insecticide manufacturing facility was located from the mid 1920s to the early 1940s at 37 <br /> East Channel Street. <br /> To the south: <br /> A fertilizer company located at 12 East Weber Avenue from the mid 1920s to the late 1920s <br /> or early 1930s; <br /> • A printing shop was located south at 16 East Weber Avenue from the mid 1940s to the mid <br /> 1960s. <br /> To the east: <br /> • A Goodyear Auto Service facility was located at 130 North El Dorado, from the mid 1930s <br /> to the early 1990s. <br /> 97369Etk.pca.wpd-11/9+99 5 <br />
