Sent By BASELINE; 510 420 1707; Nov-9-99 16:26; Page 12129 <br /> To the west: <br /> • An ARCO gasoline station was located west of the property until 1998-99. <br /> The type of hazardous materials and/or hazardous wastes, quantities stored, volumes of waste <br /> disposed of,and management practices at these off-site locations are unknown;however,hazardous <br /> materials and wastes used by auto repair,machine shops,gasoline stations,andprinting shops would <br /> likely include petroleum products,solvents, other vehicle fluids (auto repair, gasoline stations,and <br /> machine shops only),and metals as found in dyes (printing shops only). Insecticide manufacturing <br /> and a fertilizer company would likely have used petroleum products, metals, solvents,pesticides, <br /> and herbicides. It is likely that hazardous materials and wastes associated with off-site land uses <br /> were stored in containers as well as above-or underground storage tanks. <br /> Any releases associated with these off-site land uses could have potentially impacted groundwater <br /> at the Weber Block, if these sites were located upgradient of the site. The forTner ARCO site has <br /> been identified as upgradient of the site,based on water level measurements collected at this site; <br /> the data generally indicate an easterly to southeasterly groundwater flow direction(SECOR, 1999; <br /> Langevin, 1999). It is unknown if releases from other off-site land uses have contributed to <br /> subsurface contamination at the Weber Block property. <br /> PROPOSED SITE REDEVELOPMENT PLANS AND LAND USES <br /> In 1995,the Stockton City Council created a W atertront Revival Task Force and charged it with the <br /> task of developing an updated strategy for development of the waterfront area. In 1996, the City <br /> Council adopted and approved the Task Force's Waterfront Revival used Action Flan,which laid out <br /> a framework to guide future development of the waterfront. Proposed redevelopment called for an <br /> opening in the water channel "to create a new `Water Square,' an attractive urban %pace with <br /> fountains and water cascades(which)would serve the critical function of aerating the channel water, <br /> thereby improving its water quality by limiting the growth of algae"(HDR Engineering,Inc., 1999). <br /> The proposed redevelopment of the property, to be implemented following the completion of the <br /> PEA process, is briefly summarized below and shown on Figurc 5: <br /> • Demolish and remove the existing parking structure over the Stockton Channel and remove <br /> the timber support structure of piles` and beams, (A sheet pile seawall would be constructed <br /> downstream of the Center Street Bridge to dewater the Weber Block area during construction <br /> and would be cut down following construction to an elevation that would allow;the water' <br /> pumped into Weber Block to feed the water fountain to flow back into the main channel). <br /> • Excavate the plaza area to four feet below street level. Remove the top four feet of the <br /> existing concrete seawall that rings the channel.
