Due to the
changes in UST funding preceedure resulting from the LLNL study, I requested that you re-
issue the Work' Plan Approval and that the UST Fund confirm the pre-approval of the'
expenditure. On March 18, 1996, I had a telephone discussion with Mr. George Lockwood at
the UST fund to discuss the status of the pre-approval.
While Mr. Lockwood has not yet reviewed the file,!he stated that he would have a great deal of
difficulty in approving an expenditure involving engineered remediation on a site involving
the low levels of hydrocarbons being detected at the Western Lift Site. Upon further
discussion, Mr. Lockwood stated that he would call you soon to discuss the matter and to
attempt to arrive at a mutually agreeable solution to the funding matter.
_—`"``The'Bank' of Stockton intends td postpone=tne imple`mentat'ion of the-4vork' lan until-the-
matter is resolved between the governmental agencies involved.
Any questions of a technical nature may be addressed to me. Thank you for you attention to
this mater.
Sinter ly,
Steve Lankford
Registered Geologist
cc:John Urrutia, Bank of Stockton
Y
