El Dorado St. SITE CODE: 1087
Stockton, CA
San Joaquin County Public Health Services,Environmental Health Division(PHS/EHD)has completed review
of the"Groundwater Monitoring Well Installation Report"prepared by Geological Audit Services,Inc.on the
above referenced site and has the following comments.
Although monitoring wells MW-2 and MW-3 indicate no detectable petroleum hydrocarbons, groundwater
sample results from MW-1 have indicated the presence of petroleum hydrocarbon contamination. The
concentration of gasoline, benzene, and toluene exceed state action levels for drinking water standards.
The full extent of downgradient contamination must be physically characterized in order to design a proper
remediation system. This further definition should be accomplished by installing and sampling additional
monitoring well(s) as needed. Placement of the well(s) should be based on gradient determinations.
# A "Problem Assessment Report" (PAR) describing the lateral and vertical extent of contamination and
proposed mitigative or remedial action to cleanup the site must be prepared and submitted to this office for
review.
Please be advised that it is the responsibility of this agency to ensure and maintain compliance with all
applicable underground storage tank laws and regulations within our jurisdiction. Maintaining compliance
with this agency is also necessary to remain eligible for reimbursement under the State Water Resources
Control Board's "Underground Storage Tank Cleanup Fund Program".
Pursuant to Chapter 16, Section 2652(d) of the "Underground Storage Tank Regulations" (California Code
of Regulations,Title 23),quarterly monitoring reports shall be submitted to PHS/EHD and the Central Valley
Regional Water Quality Control Board (CVRWQCB) until the investigation and Cleanup of the site is
deemed adequate.
If you have any further questions regarding this matter, please contact Harlin Knoll,Senior REHS,of my staff
at (209) 468-3442.
Jogi Khanna, M.D., M.P.H.
Health Officer _ /) j
urie A.
