Tracy Material Recovery&Transfer Station SPCC Plan <br /> 5.0 SPILL REPORTING PROCEDURES <br /> 5.1 Facility Emergency Contacts <br /> The primary person accountable for oil spill prevention and reporting to management and <br /> appropriate regulatory agencies is the Maintenance Manager. Facility emergency contacts are <br /> listed below. <br /> Primary Contact: <br /> Michael Repetto, President (209)815-1158 <br /> Alternate Contact(if primary contact is unavailable): <br /> Scott Stortroen,General Manager (209)815-5215 <br /> 5.2 Emergency Procedures <br /> For major spills that may occur at the Facility,apply the following measures. <br /> 1. Avoid contact with the material by moving a safe distance away. <br /> 2. Alert others in the area to the danger. <br /> 3. For a large quantity spill or release, contact specially trained emergency response <br /> personnel, already identified and with whom an agreement has been established (see <br /> Table 5-1). <br /> 4. If safe and practical, trained Facility personnel should use on-site adsorbents to <br /> minimize the impact of a spill (i.e. placing oil absorbent socks across the parking area <br /> drainage channel to minimize the quantity of oil or fuel that might be released off-site). <br /> 5. Assist the emergency responders by documenting and providing information about what <br /> happened — the name of the material, what you saw or smelled, and the size and <br /> location of the spill,the local weather conditions at the time of the spill. <br /> 6. In addition to the above activities, spills which meet any of the criteria in table 5-1 must <br /> be immediately reported to the indicated regulatory agencies and the National Response <br /> Center (NRC), per 40 CFR§112.4(a) and kept in a log of agency reporting including <br /> agency,phone number used,phone call time and individual(s)contacted. <br /> 7. Spill events must be properly documented by TMR personnel and records should be <br /> maintained indefinitely,as part of the Facility operating record. <br /> October 2019 5-1 <br />
