Tracy Material Recovery& Transfer Station SPCC Plan <br /> 5.3 Agency Notifications <br /> TMR will notify, immediately upon discovery of a release as described below, make the <br /> necessary reports to federal, state, and local agencies as described in Table 5-1. A release <br /> may be: <br /> 1. Any spill or release consisting of a petroleum product which is released to the soil or <br /> other surfaces of land,or <br /> 2. Discovered on or in the groundwater, by subsurface exploration, monitoring of <br /> groundwater,or <br /> 3. Any other subsurface activity, or any amount with the potential to impact a waterway <br /> (including any oil discharge to a storm drain). <br /> 5.3.1 State and Local Agency Notification <br /> As required by California regulations (CCR Title 19, Section 2703, 2705), any spill or discharge <br /> of oil that is released onto land or navigable waters of California that poses a potential hazard to <br /> health,property,or the environment must follow the procedures listed below. <br /> The emergency coordinator or alternate is responsible for notifying the following agencies. All <br /> calls must be properly documented. The appropriate phone numbers are included in Table 5-1, <br /> which follows. <br /> • Call the State of California Office of Emergency Management Agency (Cal EMA) as <br /> soon as possible, but not later than 24 hours after the release or discharge. This office <br /> will designate a Control Number (Spill #) for the discharge or release. This number <br /> should be documented for future reference. <br /> • Call the San Joaquin County Office of Emergency Services <br /> • Call the San Joaquin County Environmental Health Department <br /> The spill reports must include the following information: <br /> • The name of the person making the report, his or her job title, and the name of the <br /> company <br /> • Time and date of the spill <br /> • Identity of the material spilled <br /> • Approximate quantity spilled <br /> • Location and source of spill <br /> • Cause and circumstances of the spill <br /> • Existing and potential hazards <br /> October 2019 5-2 <br />
