Tracy Material Recovery&Transfer Station SPCC Plan <br /> • Personal injuries or casualties,if any <br /> • Corrective action being taken and an appropriate timetable to control,contain,and clean <br /> up the spill <br /> • Name(s)and telephone number(s)of individual(s)who discovered the spill <br /> • Identity of the personnel currently at the site of the spill <br /> • Weather conditions <br /> • Other unique or unusual circumstances <br /> • Other government agencies that have been notified or will be notified <br /> In addition, an Emergency Release Follow-up Notice Reporting Form (Form 304) must be filed <br /> with the Cal EMA Hazardous Materials Unit as soon as practical but no later than 30 days <br /> following a release.The certification must be signed by the highest ranking individual with direct <br /> knowledge and overall responsibility for the information contained in the report. <br /> 5.3.2 Notification and Reporting to Federal Authorities <br /> The Federal SPCC regulations have specific spill reporting requirements including telephone <br /> reports in the event of a discharge and written follow-up reports. <br /> Any spill of oil causing a sheen or visible layer of oil on a navigable waterway must be reported <br /> verbally to both the USEPA and the US Coast Guard. Calling the National Response Center <br /> satisfies the requirement for notifying both the USEPA and the US Coast Guard. The <br /> emergency coordinator or alternate is responsible for making this notification. All calls must be <br /> properly documented. The discharge must be reported as soon as the emergency coordinator <br /> or alternate is aware of the discharge. <br /> In addition, a written report must be submitted to the USEPA Regional Administrator (RA) and <br /> the state agency or agencies in charge of oil pollution control activities, State Department of <br /> Fish and Game, Regional Water Quality Control Board,and San Joaquin County Environmental <br /> Health Department within 60 days in the event that the Facility: <br /> 1. Discharges more than 1,000 gallons of oil into or upon the navigable waters of <br /> the US or adjoining shorelines in a single spill event,or <br /> 2. Two discharges of 42 gallons or more within 12 months. <br /> The written report must include the following information: <br /> • Name of the Facility; <br /> • Name(s)of the owner(s)or operator(s)of the Facility; <br /> • Location of the Facility; <br /> • Maximum storage or handling capacity of the Facility and normal daily throughput; <br /> October 2019 5-3 <br />
