K L E I N F E L D E R <br /> 4 BACKGROUND <br /> ' 4.1. PROCESS DESCRIPTION OF FORMER OPERATIONS <br /> The following information was obtained from a report dated September 18, 2001 titled <br /> ' "Additional Information For The Report Of Waste Discharge" by Bonneau Dickson of Berkley, <br /> California. <br /> ' Potable water for the California Natural Products (CNP) plant is obtained from the City of <br /> Lathrop water system. The CNP plant uses the water in the manufacturing of the following: <br /> ' ♦ rice milk ♦ soy milk <br /> ♦ flavored teas ♦ cream soups <br /> ' Wastewater is generated throughout the plant primarily from wet mill maceration of vegetables, <br /> surface spillage, clean in place solution, and evaporates. The wastewater is collected and pretreated <br /> by screening, pH adjustment, dissolved air flotation, biological treatment (trickling filter), <br /> coagulation and flocculation in the lamella separator. Wastewater is pumped to the Manteca <br /> Wastewater Treatment Plant, hauled offsite,or discharged to the land. <br /> 4.2. REVISED MONITORING& REPORTING PROGRAM <br /> ' On March 13, 2001, the RWQCB issued a letter to California Natural Products. The letter <br /> detailed requirements for further investigation, technical reports and monitoring. Attached to the <br /> letter was Revised Monitoring and Reporting Program No. 98-223. The RWQCB has further <br /> delayed a hearing regarding the adoption of new Waste Discharge Requirements for the facility. <br /> ' One of the requirements detailed in the RWQCB letter is this workplan which is due on May 10, <br /> 2001. <br /> 20-4587-01.WPI/201 IP128 Page of 12 <br /> Copyright 2001,Kleinfelder, Inc.
