Y
Cox & Cox
595 11th St., Tracy page 2
The Central Valley Regional Water Quality Control Board (CVRWQCB) has
informed EHD that in order to justify leaving contaminated soil in place, the
Potential health hazards of direct exposure, vapor emissions to indoor air, and
gross contamination (odor, nuisance, gross pollution) from the soil must be
evaluated. Currently, the CVRWQCB and EHD use the San Francisco Bay
Regional Water Quality Control Board (SFBRWQCB) Environmental Screening
Levels electronic version lookup tables (ESL Surfer-October 2005) to evaluate if
the contaminated soil can remain in place. The ESL Surfer-October 2005 lookup
tables can be found on the SFBRWQCB web site at
http:www.waterboards.ca.gov/sanfranciscobay/esl.htm. Sites that have
contaminant concentrations in soil that exceed the SFBCVRWQCB ESL Surfer
concentrations must provide additional justification such as soil vapor sampling
data or use of a model like the Johnson & Ettinger Model. Since it may soon be
appropriate for your consultant to recommend NFAR for this site, any
contaminated soil to be left in place should be evaluated for potential health
hazards as discussed above.
EHD has reviewed the required electronic submittals your consultant has made
to Geotracker. After the latest QMR and the well head survey data (Geo Well-
x, y, and z) has been submitted to Geotracker all currently required information
will have been submitted to Geotracker. Your consultant has done an excellent
job of submitting all the reports required since January 2005 as well as all of the
EDF data required to be submitted since July 2001. Please continue to submit
all information required to Geotracker as it is generated.
Thank you for your continued cooperation and you may continue to direct your
correspondence to Michael Infurna. You may contact him at (209) 468-3454 if
you have any questions.
Donna Heran, REHS, Director
Environ ental Health De aent
Michael J.
