Meeting with
Diane Hanson and information needed by Mr. Gordon Boggs of
California Regional Water Quality Control Board
Central Valley Region (RWQCB) .
Dear John:
I had a meeting with Diane Hanson of San Joaquin County Health
Friday the 27 of May. The transmittal received that day from
Gordon Boggs of RWQCB was a prime topic in our disucssion. I am
enclosing a copy of the transmittal for your file and since it is
of poor quality I will list the subjects that need to be
addressed. Also discussed was the inspection of tanks, fill
material , sampling, and piping etc. ;, verbal approval was given .f or
this inspection which should take place today.
The RWQCB requires the following items or conditions be addressed
before =allowing the site surface to be used (as a new service
station) during site remediation: :
(1) SIGNED AGREEMENT BETWEEN PARTIES ACKNOWLEDGING THE SITE
CONDITION AND THE NEED FOR SITE REMEDIATION
This acknowledgement to RWQCB and Environmental Health should
show that tenant and landlord (if tenant is known at this time)
both understand that remediation is known to be needed and will .be
diligently undertaken at this site. WEGE will need a copy of this .
agreement for our report.
(2) COMMITTMENT TO REMIDIATE SOIL AND INSTALL NECESSARY PIPING,
EXCAVATION, ETC.
There is no additionaly excavation necessary. The excavation of
contaminanted soil has been accomplished as shown by sampling of
native soil in the excavation under the direction of Jaime Fauila
of San Joaquin County Health on April 19, 1988, initial sampling
and tank removal . Samples have been taken during boring of
Monitor Well 1,2,&3 at the 15-17' depth and 29' depth, samples
were also taken from native soil during squaring and cleaning of
tank excavation and a sample was taken in native soil at base of
the waste oil tank. We are still waiting for the results of the
waste oil excavation sample and a sample taken at the south
sidewall of the tank excavation. All excavated soil samples show
"non-detectable" levels from Eureka Laboratory, that is with the
exception of the two we are waiting on. Results of water sampled
from the excavation during the tank removal on April 19 and the
monitor wells on May 1.3, showed water contamination in the
excavation with water contamination also to the .north, in monitor
well 1. Further assessment will be needed to delineate a zero ►
line for of the groundwater contamination.
