regional basintparks scattered throughout the community, and the basin/parks <br /> are in turn connected to a number of SSJID drain lines and laterals that bisect <br /> the community. Utilizing the SSJID 'irrigation system during the irrigation season <br /> down times, storm water is metered into.the SSJID irrigation system for disposal <br /> into the French Camp Outlet,Canal. The French Camp Outlet Canal is located <br /> along the western boundary of the community,'and drains north to French Camp <br /> Slough and the San Joaquin River near Stockton. <br /> Two SSJID Laterals bisect the annexation area, and will serve as the backbone <br /> disposal source for storm water from future development occurring in this area. <br /> Lateral 7", a 42" drain line, is located generally at the intersection of Yosemite <br /> Avenue and Airport Way. Lateral "Y" bisects the annexation area a few hundred <br /> feet north.of Wawona Street and Airport Way intersection. <br /> In accord with the City's infrastructure implementation and financing plan, the <br /> storm water from the annexation area and other undeveloped land area in the <br /> vicinity will be directed to a new basin/park. As is the case with all developing <br /> areas of the .community, as development begins to occur a regional type <br /> basin/park will be constructed as the area collection point for storm water <br /> drainage, with disposal then metered into SSJID drain laterals. <br /> E. Statement of Open Space Land Conversion <br /> This particular area of the community has been primarily under rural residential <br /> use for well over 50 years, with some commercial uses located in the vicinity of <br /> Airport Way and .Yosemite Avenue. The parcels along both main roadways are <br /> too small, narrow or irregularly shaped to accommodate any type of agricultural <br /> production use. Any open space to speak of has been by virtue of the <br /> underutilized portions (rear area) of the narrow, deep rural parcels. <br /> The land area falls within the Sphere-of-Influence limit of the city of Manteca. <br /> This area is not designated by the Manteca General Plan for open space or <br /> agricultural use, nor is the area zoned in the County for open space or <br /> agricultural use. <br /> None of the affected parcels have been or are presently under open space or <br /> agriculture use. As such, this annexation will not induce, facilitate or lead to the <br /> conversion of existing open-space land to uses other than open-space uses. Nor <br /> will the project facilitate the conversion of agricultural lands to urban uses. <br /> F. Statement of Timely Availability of Water Supplies <br /> Potable water to the existing properties within the annexation area is supplied to <br /> individual parcels via private water wells. These private water wells generally <br /> draw from the first aquifer level. The same properties also utilize private septic <br /> sewer systems. <br /> A recent water supply analysis prepared by the City's public works department <br /> determined that the water supply for the annexation area will be adequate with <br /> the addition of the surface water supply and currently planned municipal water <br /> May 13,2005 <br /> E-4 <br />
