D 0 <br /> substantially lessen the significant environmental effect as identified in the EIR. <br /> Statement of Fact <br /> This impact will be reduced by the following: <br /> • Prior to construction, a qualified biologist shall be retained to conduct a survey for active <br /> nest sites. This survey shall be conducted during spring or early summer(April through <br /> July). <br /> • If an active nest is located within 500 feet of the construction area, the nest tree shall be <br /> avoided during the nesting season (March through June 15) until any young have <br /> fledged. If an active nest tree cannot be avoided, removal should occur after the <br /> breeding season (after June 15 and before March 1). <br /> C. TRAFFIC <br /> i <br /> C-1 Potentially Si nificant Impact* Increased Traffic at Roadways, Freeway Rams and <br /> Intersections Resulting From Project_(Phase I Interchange, Without Flyover Ramps) Conditions <br /> (Impact T-1) <br /> Under 2015 proposed project conditions with Phase I interchange improvements, traffic in the <br /> project area will increase. However, based on trip generation for assumed land uses and <br /> planned intersection, interchange, and roadway improvements, roadways and intersections in the <br /> project area are expected to operate at LOS D or better. This impact is, therefore, considered <br /> less than significant. Although this impact is considered less than significant, mitigation <br /> measures are recommended to ensure that traffic operation conditions remain at LOS D or better <br /> as the project site is developed. <br /> Findinci <br /> Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect as identified in the EIR. <br /> Statement of Fact <br /> This impact will be reduced by the following: <br /> • Before each phase of development on the project site, the Department of Aviation in <br /> coordination with the Department of Public Works shall evaluate and monitor traffic <br /> operating conditions at the critical roadways and intersections identified in the traffic <br /> study. if it is determined that traffic operating conditions would not remain at LOS D or <br /> better with implementation of the planned development or if actual traffic operation <br /> conditions are not at LOS D or better, planned roadway and intersection improvement <br /> measurements shall be implemented before approval of additional development on the <br /> project site to ensure that operating conditions remain at LOS D or better. Planned <br /> improvements include measures such as the addition of turning lanes at intersections <br /> and the addition of lanes to roadways.
