ii <br /> ; <br /> Ij <br /> ' C-2� Potentially Significant Impact: Increased Traffic at Roadways, Freeway Rams and <br /> i Intersections Resulting From Proiect Phase 11 Interchange, With Flyover Rams Conditions <br /> (Impact T-2) <br /> k Under 2015 proposed project conditions with Phase II interchange improvements,'traffic in the <br /> project area will increase. However, based on trip generation for assumed land uses and <br /> planned intersection, interchange, and roadway improvements, roadways and intersections in the <br /> project area are expected to operate at LOS D or better. This impact is,therefore, considered <br /> less than significant. Mitigation measures have been identified, however, to ensure that traffic <br /> operating conditions remain at LOS D or better as the project site is developed. <br /> Finding <br /> a i <br /> li Changes or alterations have been required in, or incorporated into,the project which avoid or <br /> jl substantially lessen the significant environmental effect as identified in the EIR. <br /> I <br /> i <br /> Statement of Fact <br /> ; <br /> This impact will be reduced by the following: <br /> • Before each phase of development on the project site, the Department of Aviation in <br /> coordination with the Department of Public Works shall evaluate and monitor traffic <br /> operating conditions at the critical roadways and intersections identified in the traffic <br /> study. If it is determined that traffic operating conditions would not remain at LOS D or <br /> better with implementation of the planned development or if actual traffic operation <br /> l conditions are not at LOS D or better, planned roadway and intersection improvement <br /> i� measurements shall be implemented before approval of additional development on the <br /> �i project site to ensure that operating conditions remain at LOS D or better. Planned <br /> l� improvements include measures such as the addition of turning lanes at intersections <br /> and the addition of lanes to roadways. Before each phase of development on the project <br /> site, the County shall coordinate with the City of Stockton and Caltrans on the evaluation <br /> 1 and monitoring of traffic operating conditions on critical roadways and interchanges. <br /> C-3� Potentially Si nificant Im act: Cumulative Traffic Im acts <br /> ii <br /> The Stockton Metropolitan Airport Master Plan Traffic Study Addendum (KASL Consulting <br /> ;i Engineers, 1998) contains a cumulative impact analysis that evaluates impacts related to <br /> -cumulative development of the project site, planned growth in the City, and the development of a <br /> I major theme park in Stewart Tract, located approximately 15 miles southwest of the airport <br /> property. Tables 13-2, 13-3, and 13-4 summarize the results of that analysis for roadways, <br /> freeway ramps, and intersections. <br /> i3 For roadways, potential measures include construction of a new roadway south of the proposed <br /> it airport and parallel to Arch-Airport Road and widening of Airport Way south of Charter Way to <br /> eight lanes. Potential improvements to intersections are summarized in Table 134A. All study <br /> area intersections can be mitigated to LOS 11 or better with the exception of intersections at <br /> i Arch-Airport Road and "B" Street and Airport Way and Eighth Street,which is almost two miles <br /> north of the project site. Both of these intersections have volume-to-capacity (V/C) ratios of <br /> i; 0.92, which is within two percent of a V/C of 90 percent, which would be LOS D.
