0 0 <br /> General Plan, and development of a major theme park. <br /> An updated traffic analysis by Rajappan & Meyer prepared in conjunction with the State Route <br /> 99/Arch Road interchange environmental documents assumed 85 percent buildout of the City of <br /> Stockton General Plan. Their analysis indicated that all intersections within the study area will <br /> operate at LOS D or better through 2020, which is five years beyond the planning period for the <br /> airport project. <br /> Because of the highly conservative nature of the assumptions built into the cumulative analysis <br /> of the airport project and the fad that the updated analysis for the State Route 99/Arch Road <br /> interchange, which assumes 85 percent buildout of the City of Stockton General Plan indicates <br /> that LOS D can be maintained, it can be reasonably concluded that cumulative traffic impacts <br /> can be mitigated to LOS D or better. The County acknowledges that many of the roadway <br /> improvements assumed to be in place during the planning period for the airport are currently <br /> unfunded. The specific analysis for these improvements is beyond the scope of the airport <br /> project and EIR. However, the County fully intends to participate in the evaluation and <br /> monitoring of traffic operating conditions at critical intersections. <br /> Finding <br /> Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect as identified in the EIR. <br /> Statement of Fad <br /> This impact will be reduced by the following: <br /> • The Airport/County, developers, and/or successors-in-interest shall participate in their <br /> proportionate share of the cost for appropriate mitigation measures to ensure operating <br /> conditions remain at LOS D or better as development occurs. This is consistent with <br /> Mitigation Measures T-1 and T-2 of the FEIR. Further,the County acknowledges that <br /> funding mechanisms for major roadway improvements in the area, including but not <br /> limited to the Arch-Spent' corridor, are urgently needed, and the County is committed to <br /> establishing such funding mechanisms jointly with the City of Stockton and Caltrans. <br /> D. AIR QUALITY <br /> D-1 Potentially Significant Imoact: Temporary Emissions of PM-10 From Construction Activities <br /> (Impact AQ-2) - <br /> Construction related emissions of PM-10 would result from earth moving and grading, wind <br /> erosion of exposed soil, and vehicle travel on exposed soil. <br /> Findina <br /> Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect as identified in the EIR. <br /> Statement of Fact <br /> This impact will be reduced by the following: <br /> San Joaquin County ER-96-1, et al\Stockton Airport <br /> Community Development Page 34 <br />
