PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All new parking spaces,driveways, and maneuvering areas shall be surfaced and <br /> permanently maintained with base material of appropriate depth and asphalt <br /> concrete or Portland cement concrete to provide a durable, dust-free surface. <br /> Bumper guards shall be provided when necessary to protect adjacent structures <br /> or properties. (Development Title Section 9-1015.5) <br /> (2) For Phase 1, a minimum of 18 additional parking spaces shall be provided, <br /> including two handicapped parking spaces. For Phase 2, a minimum of 68 <br /> additional parking spaces (including the 18 of Phase 1) shall be provided (124 <br /> total), including 5 handicapped parking spaces. (For the existing church, .33 <br /> spaces are required for each seat. For the classrooms, .2 spaces are required <br /> for each student. For the multi-purpose building, .67 spaces are required for <br /> each 1,000 square feet.) (Development Title Section 9-1015.3) <br /> (3) One bicycle parking rack or storage device is required for every 20 new parking <br /> spaces. (Development Title Section 9-1015.7) <br /> (4) The construction site plan shall indicate the following: <br /> A. Provide parking for the physically disabled. The spaces shall be located <br /> as close as possible to the primary entrance (CCR, Title 24). <br /> B. Provide identification signs for the parking spaces, including the "tow <br /> away"sign, at each entrance or visible from each space (CCR, Title 24). <br /> C. The slope of a parking space shall not exceed 1/4 inch per foot (CCR, <br /> Title 24). <br /> D. Five handicapped parking spaces are required. <br /> f. LIGHTING: Lighting shall be provided and comply with the following: <br /> (1) If the parking area is to be used at night, parking lot and security lighting shall <br /> be installed. (Development Title Section 9-1015.5(g]) <br /> (2) Any lighting shall be designed to confine direct rays to the premises. No spillover <br /> beyond the property lines shall be permitted except onto public thoroughfares, <br /> provided, however, that such light shall not cause a hazard to motorists. <br /> (Development Title Section 9-1015.5[g][4]) <br /> g. LANDSCAPING: landscaping shall be provided and comply with the following: <br /> (1) A minimum ten-foot-wide landscaped strip, respecting the ultimate right-of-way <br /> width of lone Street and Grace Street, shall be installed across the frontage of the <br /> new parking area. <br /> (2) All areas not used for buildings, parking, driveways,walkways, approved outdoor <br /> . storage areas, or other permanent facilities shall be landscaped. <br /> Conditions of Approval - 2 - UP-96-18 <br />
