LIGHT AND GLARE <br /> Impact: Project implementation would introduce new sources of lighting in the road corridor. <br /> Findings: <br /> 1. Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect identified in the Final EIR. <br /> Mitigation Measures <br /> IS-4. Street Lighting Specifications. Street lighting specifications shall be developed during the final <br /> project design phase. The specifications shall ensure adequate illumination for safe and efficient <br /> movement of pedestrians and vehicles while minimizing the amount of light and glare shed on <br /> adjacent lands and facilities. Particular care shall be taken to ensure that operations at the <br /> Stockton Metropolitan Airport are not adversely affected. The City of Stockton and San Joaquin <br /> County shall be responsible for ensuring the specified measures are implemented during project <br /> construction. <br /> UTILITIES AND SERVICE SYSTEMS <br /> Impact: Project construction could result in disruption of utility service as existing facilities are relocated. <br /> Findings: <br /> 1. Changes or alterations have been required in, or incorporated into, the project which avoid oi• <br /> substantially lessen the significant environmental effect identified in the Final EIR. <br /> Mitigation Measures <br /> IS-5. Coordinated Utility_Relocation. During the final project design phase, construction staging and <br /> timing measures shall be established to ensure that existing utilities can be relocated with <br /> minimal or.no disruption of service. Install vegetation screening. <br /> The City of Stockton and San Joaquin County shall be responsible for ensuring the specified <br /> measures are implemented during project construction. <br /> TRANSPORTATION AND CIRCULATION <br /> Impact: Unacceptable levels of traffic congestion could occur in the short term If road construction is not <br /> properly phased. <br /> Findings: <br /> 1.
