LIGHT AND GLARE Impact: Project implementation would introduce new sources of lighting in the road corridor. Findings: 1. Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect identified in the Final EIR. Mitigation Measures IS-4. Street Lighting Specifications. Street lighting specifications shall be developed during the final project design phase. The specifications shall ensure adequate illumination for safe and efficient movement of pedestrians and vehicles while minimizing the amount of light and glare shed on adjacent lands and facilities. Particular care shall be taken to ensure that operations at the Stockton Metropolitan Airport are not adversely affected. The City of Stockton and San Joaquin County shall be responsible for ensuring the specified measures are implemented during project construction. UTILITIES AND SERVICE SYSTEMS Impact: Project construction could result in disruption of utility service as existing facilities are relocated. Findings: 1.
