Mitigation Measures <br /> TC-1. Maintain Acceptable Level of Service. The City of Stockton and San Joaquin County shall ensure <br /> that road construction occurs prior to or concurrently with surrounding area development so that a <br /> level of service of"Cr or better is maintained on the roadway and at its intersections with surface <br /> streets. <br /> AIR QUALITY <br /> Impact: Project construction activities could cause short-term air quality impacts. <br /> Findings: <br /> 1. Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect identified in the Final EIR. <br /> Mitigation Measures <br /> AQ-1. Minimize Construction-Related Dust Emissions. The City of Stockton and San Joaquin County <br /> dust emissions are in compliance with pertinent regulations. <br /> shall ensure that construction-related d P P e9 <br /> Measures that may be implemented to achieve compliance include the following: <br /> • All exposed soil surfaces shall be watered in the morning and evening, and whenever dusty <br /> conditions are present. <br /> • Truck covers shall be used during the transport of soil, debris and fill materials. <br /> • Ground .cover shall be established on inactive portions of the construction site through <br /> seeding and watering. <br /> • Soil disturbing and transport activities shall be ceased during periods of high winds (greater <br /> than 20 mph average over one hour)when the above measures are not sufficient to suppress <br /> dust emissions. <br /> Tires of trucks leaving the construction site shall be washed. <br /> • Streets adjacent to the project site that are used by construction equipment and vehicles shall <br /> be swept at least once P Y g per da during construction to prevent entrainment of soil onto paved <br /> surfaces. <br /> AQ-2. Minimize Construction-Eau Emissions.`The City of Stockton and San Joaquin County shall <br /> require that the road construction contractors reduce internal combustion engine_emissions. <br /> Measures that may be Implemented to reduce emissions include the following: M r F <br /> If'necessary,;,phase;construction "to`limit-use 'of:motorized..equipment and ensure that I f <br /> 'co ion <br /> "emissions do"not exceed=•i0 tons per::year of,reactive;organic gases <br /> and/or oxides of riitrogen. <br /> • Properly tune and maintain all construction equipment. -. <br /> • Schedule all construction-related deliveries and goods movement for off-peak hours so as not <br /> to contribute to disruptions in traffic flow. <br /> • Use low-sulfur fuels for construction equipment: <br /> • Encourage the use of alternative fuels in construction equipment. <br /> • Limit idling of construction equipment and trucks to no longer than 10 minutes. <br /> • Locate construction parking areas to minimize traffic interference. <br /> • Minimize obstruction of through-traffic lanes. <br /> • Use a flag person to properly guide truck traffic. <br /> • Provide adequate ingress and egress at work sites and staging areas to minimize vehicle <br /> idling. <br /> LAND USE <br /> Impact: Project construction could result in short-term disruption of nearby land uses. <br /> Findings: <br /> 1.
