Mitigation Measures <br /> LU-1. Refine Land Use Analysis and Mitigation Measures. Further evaluation shall be conducted in <br /> conjunction with final road design to better determine the extent of land use impacts. Feasible <br /> measures to mitigate adverse land use impacts shall be identified and implemented. If mitigation <br /> is not feasible, the pity of Stockton and/or San Joaquin County shall purchase the affected uses <br /> and make relocation assistance available to the occupants. <br /> LU-2. Develop Plans to Minimize Land-Use Disrui3tion. Construction timing and operations, including <br /> the siting of staging areas,shall be planned to minimize disruption of nearby land uses. <br /> Impact: Project construction could result in removal of residences and businesses and displacement of <br /> the residents/occupants. <br /> Findings: <br /> 1. Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect identified in the Final EIR. <br /> Mitigation Measures <br /> LU-3. Provide Fiscal Compensation. In accordance with the United States Constitution and California <br /> State Constitution,the City of Sfockton/County of San Joaquin shall compensate affected property <br /> owners at fair market value for acquisition of property(land and improvements)needed for the <br /> proposed project <br /> LU-4. Provide Relocation Assistance. The City of Stockton and San Joaquin County shall implement <br /> relocation assistance advisory programs that satisfy the requirements of the Calif omia Relocation <br /> Assistance and Real Property Acquisition Guidelines. The programs shall provide advisory <br /> services to minimize the hardship of displacement and to insure that: a) all persons displaced <br /> from their dwellings are relocated into housing meeting the criteria for comparable replacement <br /> housing, and b) all persons displaced from their places of business or farm operations are <br /> assisted In re-establishing their business or faun operation with a minimum of delay and loss of <br /> earnings.
