Mitigation Measures <br /> LU-1. See above. <br /> LU-6. Acquire Unbsable Parcel Remnants. Prior to construction of each segment of roadway, the City <br /> of Stockton anchor San Joaquin County shall acquire all portions of parcels that would be left <br /> without reasonable access or would otherwise be rendered essentially unusable because of road <br /> construction. <br /> Impact: Drainage and lighting systems constructed in conjunction with the proposed arterial could <br /> adversely affect operations of the Stockton Municipal Airport. <br /> Findings: <br /> 1. Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect identified in the Final EIR. <br /> Mitigation Measures <br /> LU-7. Drainage System Design. The stormwater drainage system for the road shall be designed to <br /> preclude ponding of water aril subsequent attraction of waterfowl to areas where birds could <br /> create a hazard for aircraft operations. Plans for the drainage,system shall be. reviewed by <br /> Stockton Metropolitan Airport staff to ensure that air safety is not jeopardized. <br /> LU-8. Li ht-Standard Design,. The City of Stockton and San Joaquin County shall ensure that the <br /> height of the light standards complies with Federal Aviation Administration (FAA) requirements <br /> (FAR Part 77). Depending on the height of the standards and their proximity to the runway, a <br /> Notice of Proposed Construction or Alteration (Form 7460-1) may need to be submitted to the <br /> FAA. <br /> BIOLOGICAL RESOURCES <br /> Impact: Project construction would result.in the loss of riparian habitat and valley oak woodland. <br /> Flndinj S: <br /> Changes or alterations have been:required in, or incorporated into, the'project which avoid or <br /> substantially lessen the significant erawranmental effect identfied in the Final EIR. <br /> - <br /> Mitigation Measures�-. y w, <br />' - BR-1. The proposed project is consistent with the SJMSCP, as <br /> amended, as reflected in the conditions of project approval for this proposal. Pursuant to the <br /> Final E1R(EIS for the SJMSCP, dated November 15, 2000, and certified by the San Joaquin <br /> Council of Governments on December 7, 2000, implementation of the SJMSCP is expected to <br /> reduce impacts to biological resources resulting from the proposed project to a level of less-than- <br /> significant. <br /> BR-2. Avoid lMiti ate Tree Removal. Removal or damage of native trees shall be avoided wherever <br /> feasible. Mitigation for the loss of native trees shall be undertaken in accordance with the more <br />' stringent of the following three standards (regardless of whether the trees are on lands under <br /> jurisdiction of the City of Stockton or San Joaquin County): a) criteria presented in the most <br /> current version of the City of Stockton's Heritage Tree Ordinance or similar standards in effect at <br /> that time, b) criteria presented in the most current version of the San Joaquin County <br /> Development Title, or c) criteria adopted as part of environmental review documents for each <br /> phase of construction. <br /> CA <br /> 5 <br />
