Measure BR-3, as presented in the Draft Program EIR is no longer necessary because it has <br /> been superseded by adoption of the San Joaquin County Multi-Species Habitat Conservation and <br /> Open Space Plan (SJMSCP). The proposed project is consistent with the SJMSCP, as <br /> amended, as reflected in the conditions of project approval for this proposal.
