Impact: Project construction may injure native trees planned for long-term retention, leading -to <br /> premature death of the trees. <br /> Findings: <br /> 1. Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect identified in the Final EIR. <br /> Mitigation Measures <br /> BR-3. Measure BR-3, as presented in the Draft Program EIR is no longer necessary because it has <br /> been superseded by adoption of the San Joaquin County Multi-Species Habitat Conservation and <br /> Open Space Plan (SJMSCP). The proposed project is consistent with the SJMSCP, as <br /> amended, as reflected in the conditions of project approval for this proposal. Pursuant to the <br /> Final EIR/EIS for the SJMSCP, dated November 15, 2000, and certified by the San Joaquin <br /> Council of Governments on December 7, 2000, implementation of the SJMSCP is expected to <br /> reduce impacts to biological resources resulting from the proposed project to a level of less-than- <br /> significant. <br /> Impact: Project implementation may adversely affect special-status plant and wildlife species. <br /> Findings: <br /> 1. Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect identified in the Final EIR. <br /> Mitigation Measures <br /> BR-4.
