Findings of Significant or Potentially Significant and <br /> Unavoidable Impacts <br /> Despite substantial mitigation, economic, social or other considerations make mitigation . <br /> to less than significance infeasible (CEQA Guidelines, Section 15091 (a)(3): These <br /> impacts will require Statements of Overriding Considerations as described by Section <br /> 15093 of the CEQA Guidelines. <br /> NOISE <br /> Impact: Project construction could result in short-term increases in noise levels. <br /> Findings: <br /> 3. The County of San Joaquin has previously adopted findings of specific economic, social, or other <br /> considerations which make infeasible the mitigation measures and project alternatives identified in <br /> the Final EIR. <br /> Mitigation Measures <br /> N-1. Minimize Construction-Related Noise. At a minimum, construction noise shall be limited by <br /> implementation of the following measures: <br /> • Construction activities shall generally be restricted to weekdays and Saturdays, between the <br /> hours of 7:00 AM and 7:00 PM- Construction during other time periods would be allowed if it <br /> 4-can.be .demonstrated that resulting-noise would not'adverseiy affect nearby residents and <br /> businesses oc.`if(necessary to 'avoid significant land use conflicts-�(e.g , disruption. of.a <br /> s business's utility service Wring working hours). <br /> construction equipment.-shall be maintained In accordance with :the manufacturer's <br /> specifications and be equipped virrlh properly fitting muffler_systems. �<3 <br /> s. •j :aEquipmentrmatntenance and rriatecials storage shall be conducted at.desrgnated staging = �I <br /> areas. The County of San Joaquin has previously adopted findings of specific economic,social, or other <br /> considerations which make infeasible the mitigation measures and project alternatives identified in <br /> the Final EIR. <br /> Mitigation Measures <br /> N-2. Minimize Exposure of Surrounding Uses to Noise. Site-specific noise studies shall be conducted <br /> in conjunction with final road design to.better determine the extent of noise impacts. Feasible <br /> measures to mitigate adverse noise impacts shall be identified and implemented. Such <br /> measures may include use of sound barriers, establishment of minimum building setbacks, <br /> establishment of special noise-insulation measures for new construction, "sound proofing' <br /> existing buildings, and other measures.
