VEGETATION AND WILDLIFE: The Wetland Mitigation and Monitoring Plan for the <br /> Austin Road Landfill Expansion (Jones and Stokes, 1996) will be implemented as part of <br /> the proposed project, consistent with the terms and conditions of the Section 404 Permit <br /> issued by the U. S. Army Corps of Engineers (see Final SEIR F.1, Impact and Mitigation). <br /> k. CULTURAL RESOURCES: With the North Branch of the South Fork of Little Johns <br /> Creek running through the landfill, the potential for locating and/or disturbing cultural <br /> deposits shall be mitigated by implementing the following: <br /> (1) If prehistoric archaeological resources are discovered during excavation and <br /> construction of the proposed project, the project sponsor shall suspend al!work in the <br /> immediate vicinity of the find pending site investigation by a qualified archaeologist or <br /> cultural resources consultant to assess the materials and determine their <br /> significance. <br /> (2) The project sponsor shall allow only a qualified archaeologist or cultural resources <br /> consultant to collect any prehistoric cultural resources discovered on the site. <br /> (3) If prehistoric archaeological deposits that include human remains are discovered by <br /> the project sponsor or any construction contractors during development of the project <br /> corridor, the project sponsor shall notify the County Coroner immediately. If the <br /> remains are found to be Native American, the Native American Heritage Commission <br /> must be notified within 24 hours. <br /> (4) If avoidance of important prehistoric archaeological resources would not be feasible, <br /> the project sponsor shall prepare an excavation plan in coordination with a qualified <br /> archaeologist or cultural resources consultant (see Final SEIR E.1, Impact and <br /> Mitigation). <br /> I. FENCING: A six-foot-high chain-link fence or other fencing approved by the County <br /> would be constructed at the perimeter of the facility so that public access(and access to <br /> these views)would be limited (see Final SEIR B.3, impact and Mitigation). <br /> m. SCREENING: Dense screening vegetation shall be planted around the fencing to <br /> visually buffer eye-level views of facility structures, vehicles, and equipment from <br /> adjacent roadways and residences (see Final SEIR B.1, Impact and Mitigation). <br /> n. WILDLIFE HAZARD MANAGEMENT PLAN: <br /> (1) The project sponsor shall request FAA, CIWMB, and LEA review of the proposed <br /> project and, specifically, bird abatement programs. The SMA shall also be notified. <br /> The project sponsor shall abide by any additional reasonable and feasible measures <br /> designated by this agency to mitigate bird population impacts that could be caused <br /> by the.proposed project. <br /> (2) The project sponsor shall conduct a bird survey before construction of the project and <br /> monitor bird population after operation of the landfill expansion begins. The bird <br /> monitoring will be part of the Wildlife Hazard Management Plan. If a follow-up survey <br /> shows an increase in bird populations, increase mitigation measures such as <br /> covering the fill areas as soon as possible and using noise-makers and other <br /> measures as necessary to discourage birds from the site until bird population levels <br /> return to the level found in pre-expansion surveys. <br />
