3. PUBLIC HEALTH SERVICES (Staff Contact: Eric Trevena, 468-3436) <br /> a. HEALTH AND SAFETY: The land fill would not accept special wastes with any <br /> hazardous levels of contamination as specified in Title 22 of the California Code of <br /> Regulations (see Final SEIR LA, Impact and Mitigation). <br /> b. Submit an application for a hazardous waste permit to the Environmental Health Division. <br /> c.' if hazardous material is stored on the site, the applicant must register with the County <br /> Office of Emergency Services. <br /> d. If hazardous waste is generated, the applicant must obtain an EPA identification number <br /> and comply with applicable regulations. <br /> e. All hazardous waste containers, including Waste Oil Tank, shall be labeled according to <br /> California Code of Regulations, Title 22, Section 66262.34. <br /> f. The well must be repaired with the installation of a sanitary seal under permit and <br /> inspection by the Environmental Health Division (Development Title Section 9-1115.4[e]). <br /> g. Obtain discharge requirements from the California Regional Water Quality Control Board, <br /> Central Valley Region, prior to development (Water Code, Article 5, Section 13280). <br /> h. Obtain authorization from the California Integrated Waste Management Board for any <br /> significant change in design or operation not authorized by the existing permit for this <br /> solid waste facility. <br /> 4. SAN JOAQUIN VALLEY UNIFIED AIR POLLUTIN CONTROL DISTRICT (Staff Contact: <br /> Tracy Bettencourt, 545-7000) <br /> a. AIR QUALITY: Air quality impacts shall be reduced by implementing the following: <br /> (1) Water the working fact, excavation area, storage pile, unpaved roads, and all <br /> unvegetated soil areas frequently, adding a dust palliative (a non-toxic chemical <br /> suppressant, such as magnesium chloride [MgC12] that attracts water molecules <br /> from the air), thereby keeping the surface wet for a longer period. Regarding the <br /> watering of the working fact, a balance must be made between dust control and the <br /> generation of additional leachate. The landfill operator shall monitor dust levels and <br /> levels of leachate generated to determine when and where water should be applied. <br /> (2) The project sponsor shall seek to minimize the extent of areas exposed to wind <br /> erosion. Exposed surfaces, including stockpiles and other bulk materials with the <br /> potential to emit dust, shall be stabilized with the application of water, chemicals, <br /> covered, or vegetated to the extent possible in accordance with the SJVUAPCD's <br /> Regulation 8030. On windy days, when dust plumes are present, active faces shall <br /> be watered down. <br /> (3) Plan and phase construction and closure operations so that they do not take place <br /> simultaneously on dry windy days. Schedule dusty activities on separate days. <br /> (4) Design the site filling plan to facilitate screening of the active face from prevailing <br /> winds, whenever possible, to minimize the amount of wind blown dust released from <br /> the working face. <br />
