Landfill 2014 Expansion Project <br /> improvements shall occur when the intersection LOS drops to LOS D or worse, and <br /> construction shall occur within one year from issuance of permits for the Project. The schedules <br /> for each intersection shall be independent. Monitoring shall continue until the mitigation <br /> measures are implemented, through the termination of landfilling under the 2014 Expansion <br /> Project. If either intersection remains at LOS C or better until termination of landfilling under <br /> j the 2014 Expansion Project, the implementation of the mitigation at that intersection shall no <br /> longer be required. <br /> Mitigation Measure B.7 would reduce impacts to the Austin/Mariposa and Austin/French <br /> a <br /> Camp intersections to less than significant levels. <br /> Impact B.B. Potential Impact on Travel Speed on Austin Road Under Cumulative <br /> Conditions. (Revises 2013 EIR Impact B.8) <br /> Existing-Plus-Approved Projects (EPAP) Near-Term Cumulative Impacts <br /> L Table IV.B-12(Table IV.B-13 in the 2013 EIR) shows the results of the road segment evaluation <br /> for near-term cumulative conditions for the previously proposed project as discussed in the <br /> 2013 EIR. Under EPAP cumulative-plus-project conditions, the segment of Austin Road <br /> j between Arch Road and the project driveway would operate acceptably at LOS A in both <br /> directions during both peak periods. The 2014 update of the transportation study found that the <br /> previous analysis of travel speeds on Austin Road also would apply to the 2014 Expansion <br /> 4 Project. As discussed under Impact B.2, above, traffic signals were installed at the California <br /> low Heath Care Facility entrance on Austin Road after the vehicle speed analysis was conducted by <br /> Republic ITS in 2012. When this traffic light is red for vehicle approaches on Austin Road, it <br /> may result in a small decrease in vehicle speed along the study segment of Austin Road. <br /> However, since the projected LOS levels are A, the traffic signal is not expected to worsen the <br /> travel speed LOS to unacceptable conditions. Furthermore, the 2014 Expansion Project would not generate traffic in 2035 or <br /> make a contribution to cumulative traffic in 2035. For both of these reasons, the 2014 Expansion <br /> Project would have no impact on travel speeds on Austin Road under Year 2035 Cumulative <br /> Conditions and no mitigation would be required. <br /> 6- <br />
