(Revises 2013 EIR <br /> Impact B.9) <br /> Existing Plus Approved Projects Cumulative Impacts <br /> As discussed in the 2013 EIR, the Forward Landfill access driveway is study intersection No. 3 <br /> (see Figure IV. B-1). Austin Road is currently one lane in each direction and does not have left <br /> turn pockets where it intersects this driveway. Under the near-term EPAP conditions, this <br /> intersection would operate at LOS A (see Table IV.B-10: Existing Plus Approved Projects Plus <br /> Project conditions), which constitutes very good operation even with trucks making left turns <br /> from the only through lane. <br /> As discussed in "Queuing at Landfill Entrance", above, and shown in Table IV.B-7, queues of <br /> trucks generated by the proposed project could be accommodated on-site in the existing <br /> driveway lanes in front of the scales at the landfill entrance, with or without the proposed _ <br /> project. <br /> As part of the 2014 Expansion Project (as well as the previously proposed project), the main <br /> driveway would be relocated to a point farther south on Austin Road than the existing main <br /> driveway. Because the proposed driveway would have essentially the same configuration as <br /> the existing driveway, it also would be expected to operate acceptably under near-term EPAP <br /> conditions. <br /> The 2014 update of the transportation study found that the analysis of impacts on the main <br /> access drveway for the previously proposed project, above, also would apply to the 2014 <br /> Expansion Project. The impact of the 2014 Expansion Project on traffic operations at the existing <br /> and future main driveways under near-term EPAP cumulative conditions would be less than <br /> significant. <br /> Year 2035 Cumulative Impacts <br /> The 2013 EIR found that that the previously proposed project would have a less than significant _ <br /> impacts on traffic operations at the existing and future main driveways under Year 2035 <br />
