Draft Environmental Impact Report Page I-1 <br /> Forward Inc. Landfill Expansion <br /> F <br /> I. INTRODUCTION <br /> A. BACKGROUND <br /> Forward, Inc. is requesting a new Conditional Use Permit from San Joaquin County for the proposed <br /> expansion and changes in operations of the Forward Landfill located near Stockton. This <br /> Environmental Impact Report(EIR)has been prepared for the County's use in considering approval of <br /> the new CUP, and may be used by other state and local agencies in their consideration of subsequent <br /> approvals of other related permits for the facility. The current project is referred to herein as the <br /> J Forward Landfill Expansion Project. This proposal would involve the following substantial <br /> modifications to current landfill characteristics and procedures: <br /> • Expansion of the facility by 177 acres, from 567 acres to 744 acres -� <br /> ' Expansion of the existing Class 11 refuse footprint from 354.5 acres to 551.8 acres <br /> • Establishment of separate tonnage limits for beneficial reuse materials and the Materials <br /> Recovery Facility <br /> • Relocation of about 3,000 feet of the South Branch of the South Fork of Littlejohns Creek <br /> • Operational modifications including solidification of non-hazardous higher liquid content <br /> { wastes <br /> • An increase in the permitted number of daily vehicles from 620 to 960 vehicles <br /> • Expansion of the landfill gas cogeneration facility at the site <br /> • Allowing a lower base grade on the main expansion site. <br /> 4 <br /> These changes are described in detail in Chapter 2, Project Description. <br /> The existing Forward, Inc. Landfill is an approximately 567-acre facility comprised of the former <br /> Forward, Inc. 144-acre Class lI landfill and the former 383-acre Class III SanJ q y Austin <br /> Count uin oa A n <br /> Road Sanitary Landfill. These two landfills were combined into the current Forward Inc. facility in <br /> fi 2002;the combination of these landfills into a single Class II facility, filling in of a wedge of airspace <br /> between them,allowing lower base grades, and expanding the hours of operation were assessed in the <br /> 2002 Consolidated Forward Landfill Environmental impact Report (San Joaquin County 2002). i <br /> B. PURPOSE AND USE OF THIS EIR <br /> I <br /> The proposed expansion project would require a new Use Permit from the County. Therefore, the <br /> I <br /> County of San Joaquin, Department of Community Development,is the CEQA Lead Agency for this <br /> project. This EIR will need to be certified by the county as complete and adequate prior to approval of <br /> the County Use Permit. <br /> s In addition, the Forward Landfill is operating under existing County Environmental Health Division, <br /> Regional Water Quality Control Board, Air Pollution Control District,Manteca-Lathrop Fire <br /> Department, and Integrated Waste Management Board permits. Those permits would require <br /> revisions, or new permits would need to be obtained by Forward, to permit the proposed expansion. <br /> This EIR may be used by those CEQA Responsible Agencies in their permit approval actions. <br /> i <br /> C. APPROACH <br /> t � <br /> This is a Project-level EIR on the Forward Landfill Expansion Project. Many of the issues addressed in <br /> this document were addressed previously in the 2002 Consolidated Forward Landfill Project EIR. <br /> Where applicable, those discussions are reiterated and updated in this document. Because the existing <br /> Consolidated Forward Landfill Use Permit was reviewed in the 2002 EIR, this document uses <br />
