Draft Environmental Impact Report Page IV.I-4 <br /> Forward Landfill Expansion <br /> 1 The Lathrop-Manteca Fire District is able, with current safety procedures employed at the <br /> existing Forward Landfill,to provide adequate emergency medical service at this landfill. <br /> (Manding, 2009). Additional vehicle traffic and waste processing activities could increase the <br /> incidence of injury at the proposed landfill. <br /> The following procedures are proposed as part of the project: <br /> 4 <br /> • The project sponsor will continue to apply, to the entire expanded landfill, the safety <br /> procedures currently employed at the existing Forward Landfill and described in the <br /> Workplace Injury and Illness Prevention Plan. The project sponsor will furnish <br /> information regarding proposed disposal operations and safety procedures at the <br /> proposed expanded landfill,to the Lathrop-Manteca Fire District. <br /> • Monthly inspections of all facilities for safety will be conducted in accordance with the <br /> .. Safety Checklist prepared by the National Solid Waste Management Association <br /> (NSWMA) or other checklist of equivalent scope and detail. <br /> • Safety meetings with employees will be conducted to disseminate safety information, in <br /> accordance with procedures described in the JTD. <br /> • Personal protective gear will be provided for the safe handling of solid waste, as <br /> described in the JTD. <br /> According to the District,extending the current Forward Landfill safety procedures to the <br /> proposed expanded landfill would allow the District to provide adequate emergency medical <br /> service to the entire landfill. (Manding,2009). Therefore, implementation of these procedures <br /> would reduce emergency medical service impacts to a less than significant level. <br /> Mitigation Measure 1.3: None required. <br /> Impacts on Wastewater Treatment <br /> Impact I.4. The proposed project could generate additional leachate that,if disposed at the <br /> City of Stockton Regional Wastewater Control Facility,could adversely affect plant <br /> operation. <br /> ' As discussed in Setting, above, leachate from the existing Forward Landfill has been accepted in <br /> the past, after analysis, for treatment at the City's wastewater treatment plant. The anticipated <br /> volume of leachate that would be generated at the proposed landfill would not have a <br /> substantial effect on the treatment plant's capacity. Leachate from the proposed expanded <br /> landfill with a composition similar to that generated in the past at the existing Forward Landfill <br /> would not adversely affect treatment plant operations. However, leachate from the landfill, <br /> which includes the former Austin Road Sanitary Landfill (see Hydrology and Water Quality, <br /> Impact F.3),with a composition that varies from that of the past, could adversely affect <br /> treatment plant operation. <br /> The following procedures are proposed as part of the project: <br /> • If leachate is delivered to the City of Stockton Regional Wastewater Control Facility,the <br /> project sponsor will provide for independently corroborated test results to the City to <br /> demonstrate the chemical composition of the leachate extracted from the proposed <br /> landfill expansion project. Monitoring and testing of landfill-generated leachate will <br /> meet the requirements of the City of Stockton Wastewater Ordinance and the City <br /> Municipal Utilifies Department. <br /> a <br />
