Draft Environmental Impact Report Page IV.1-5 <br /> Forward Landfill Expansion <br /> • If leachate quality is not acceptable for disposal at the Regional Wastewater Control <br /> Facility, the project sponsor will either have the leachate collected and disposed off-site <br /> by a licensed Treatment and Disposal Facility, or will develop on-site leachate <br /> processing that will result in treated leachate that is acceptable for disposal at the <br /> wastewater treatment plant or acceptable to regulatory agencies for on-site use. The <br /> design and operation of any on-site leachate processing that is implemented will comply <br /> with all applicable laws and regulations. <br /> Implementation of these procedures would reduce wastewater impacts to a less than <br /> significant level. <br /> Mitigation Measure I.4: None required. <br /> Other Public Services and Utilities <br /> Impact I.5. Potential adverse impacts to schools,parks,public facilities,landfill disposal <br /> capacity or storm water facilities. <br /> The proposed project would not include any housing or change the population in the project <br /> area, and thus would not affect schools, parks,or other public facilities. There would be no <br /> impact. <br /> The proposed project would change the site's topography and affect onsite storm water runoff. <br /> As discussed in Chapter III, Project Description, Site Description, Environmental Control and <br /> Monitoring Program,Surface Water and Erosion Control,the proposed project would include a <br /> storm water collection system and sedimentation basins,where storm water would be collected <br /> before discharge to the North or South Branches of the South Fork of Littlejohns Creek. As <br /> discussed in F. Hydrology and Water Quality, Impact F.1, the project would not generate <br /> additional offsite storm water flows or require new or expanded storm water drainage facilities. <br /> This impact would be less than significant. <br /> The proposed project would not substantially change onsite demand for fresh water, and water <br /> for the site would continue to be provided by onsite wells. Thus, the project would not increase <br /> demand for offsite water supplies. This impact would be less than significant. <br /> As a solid waste landfill,the project would not generate demand for solid waste disposal <br /> capacity. The facility would comply with all federal, state, and local statutes and regulations <br /> related to solid waste. This impact would be less than significant. <br /> Mitigation Measure I.S. None required. <br />
