(3) The project includes a leak detection system, a series of secondary collection trenches <br /> beneath the liner and directly under the leachate collection trenches. <br /> (4) The operator would remove hazardous materials spotted during delivery, thus minimizing the <br /> potential for leachate contamination if there is a break in the liner or the leachate collection <br /> trenches. <br /> (5) The landfill operator would include practices and procedures in the Solid Waste Facilities <br /> Permit to comply with AB 9760. The procedures would describe how the expanded landfill <br /> would salvage all economically feasible metallic discards. <br /> (6) The extraction wells developed as part of the CAP shall be maintained and monitored during <br /> Phases V and VI and are to be employed as needed for the extraction of any residual <br /> contamination by leachate. <br /> (7) The City of Stockton, San Joaquin County, RWQCB, and IWMB should meet to determine if <br /> one or more of the existing landfill units should be closed prior to approval of the expansion. <br /> (8) Maximum preloaded settlement of the existing landfill would provide the maximum period for <br /> settlement and would take advantage of anticipated improvements in geosynthetic <br /> technology that would occur over the next 35 years. <br /> (9) The final design for the vertical expansion would, if necessary, include additional components <br /> in the liner system, depending on future differential settlement on the liner system. <br /> (10)The extraction wells developed as part of the CAP shall be maintained and monitored during <br /> Phases V and VI and are to be employed as needed for the extraction of any residual <br /> contamination by leachate. <br /> (11)A review of the liner and leachate collection system for the vertical expansion over the <br /> existing landfill shall be conducted by the appropriate responsible agencies upon completion <br /> of the final design drawings. <br /> (12)The implementation of the current RWQCB Order and the recommendation made in the April <br /> 1999 CAP shall be continued and completed. The new data to be collected should address <br /> the potential impacts to the local supply wells. The siting of the new extraction wells can be <br /> modified as appropriate to minimize impact to supply wells. Additional off-gassing from the <br /> air stripper will require more frequent change out of the activated carbon vessels. <br /> (13)The operator shall continue the City of Stockton's program to test all known water supply <br /> wells within the area of the mapped and protected groundwater plume, and where detectable <br /> VOC's are reported, bottled water shall be supplied (see Final EIR K.5, K.6, K._7, K.8, and <br /> K.10, Impacts and Mitigations). <br /> f. SEISMIC: The project sponsor will comply with the requirements of the California Code of <br /> Regulations (CCR), Title 27. The CIWMB will receive all documentation relating to slope and <br /> foundation studies and design (see Final SEIR J.4, Impact and Mitigation). <br /> g.
