(2) The existing gas extraction system shall continue to operate. <br /> (3) A landfill gas control or recovery system would be installed. <br /> (4) Gas accumulations in on-site buildings or beneath temporary buildings shall be prevented by <br /> regular monitoring. <br /> (5) The landfill operator shall install an automatic combustible gas detection and alarm system <br /> for structures at the site. <br /> (6) The landfill operator shall install an automatic combustible gas detection and alarm system <br /> for structures at the site. <br /> (7) The landfill operator shall not construct or otherwise locate any structure in an area of known <br /> landfill gas buildup. <br /> (8) All site personnel who work in structures shall be trained to use and respond to landfill gas <br /> monitoring and alarm systems. <br /> (9) The proposed landfill gas control system would include a series of gas extraction wells and <br /> connectors, a gas condensate collection system, and a gas blower/flare. The installation of a <br /> flare would require participation in the AB-2588 Air Toxics"Hot Spots" Information and <br /> Assessment Act under California Health and Safety Code Section 44325. The flare will not <br /> be required if the landfill gas is recovered for electric power generation or other energy use <br /> (see Final SEIR G.3 and LA, Impact and Mitigation). <br /> h. NOISE: To reduce impacts from noise, the followings measures shall be incorporated into the <br /> project: <br /> (1) The proposed project must conform to the San Joaquin County Noise Standards contained in , <br /> the County's General Plan and Development Title. The project sponsor shall be required to <br /> demonstrate compliance with this performance standard. Work areas could be limited, work <br /> times close to a residence could be rescheduled, noise barriers such as earth berms could be <br /> designed, and noise monitoring shall be undertaken to demonstrate compliance in the event <br /> noise complaints are received. <br /> (2) if project related noise levels, measured at the property line of any residential use, would <br /> exceed an hourly average of 45 dBA during the nighttime or 55 dBA during the daytime, then <br /> setbacks and a limitation on hours of operation shall be mandatory. As recommended in the I E <br /> Forward Inc. Landfill Use Permit Modifications, the option of a soundwall at 9690 Austin Road , <br /> shall be available to the resident(see Final SE1R H1, Impact and Mitigation). <br /> L ODOR: To reduce odor impacts from landfill wastes, the following measures shall be <br /> implemented: <br /> (1) The project includes the design and implementation of a landfill gas recovery or control <br /> system to ensure efficient destruction of odoriferous substances. <br /> (2) Excessively odorous wastes shall be mixed immediately with other landfill wastes, depending <br /> on their nature and source.
