f
Finding:
Based upon the analysis in the EIR,the potential significant impact resulting from energy
consumption of off-site haul trips is less than significant and mitigation is not required.
Facts in Support of the Finding:
The potential for additional energy consumption is discussed in Section II1.I of the EIR. The fuel
consumption by project-generated waste-haul trips would not represent a net fuel consumption
increase,and would not have a significant adverse effect on natural energy resources.
c.Beneficial Effect on Finite Fossil Fuel Resources
Beneficial Impact(L3):
The project would have a beneficial cumulative energy effect on finite fossil fuel resources.
Finding:
Based upon the analysis in the EIR,the project would capture energy from decomposing wastes,
a beneficial energy impact. No mitigation is required.
Facts in Support of the Finding:
The potential for energy generation is discussed in Section IILI of the EIR. The project would
capture methane(landfill gas)generated by decomposing waste and use the methane to generate
about 70 billion Btu per year(approximately 12,400 barrels of oil),greater than the project-
related oil consumption of 28 billion Btu per year(approximately 4,800 barrels of oil). This
would be a beneficial impact on finite fossil fuel resources.
S. Geology,Soils And Seismicity
a.Alteration of Existing Topography
Potential Significant Impact(J.l):
The existing topography would be permanently altered,with the landfill areas reaching a
maximum elevation of 150 feet MSL and the borrow area to the north about 9 feet MSL at
closure.
Finding:
Based upon the analysis in the EIR,the potential significant impact resulting from topographic
alteration is less than significant and mitigation is not required.
Facts in Support of the Finding:
The potential for topographic alteration is discussed in Section III.J of the EIR. The project
f ' design would permanently alter the local landscape,by creating a larger,higher artificial hill and
11
