Landfill site. <br /> 4.H drolo Geoh drolo and Water uali <br /> a.Alteration of Flow Regime in the North Branch of the South Fork of Little Johns Creek <br /> Potential Significant Impact(K.1): <br /> Reconfiguration and relocation of the North Branch of the South Fork of Little Johns Creek could <br /> alter the flow regime and affect flow velocity,erosion and sedimentation on the site or in the <br /> adjacent upstream or downstream reach of the stream. <br /> I <br /> Finding: <br /> I. <br /> Based upon the analysis in the EIR,the potential significant impact resulting from alteration of <br /> flow regime in the North Branch of the South Fork of Little Johns Creek is less than significant <br /> and mitigation is not required. <br /> Facts in Support of the Finding: <br /> The potential for hydrologic alteration is discussed in Section IILK of the EIR. Theproject <br /> would reconfigure and relocate the North Branch of the South Fork of Little Johns Creek,and the <br /> overall channel length would be increased,along with changing the bed slope and configuration, <br /> bed roughness(friction)and amount of seepage loss. However,the magnitudes of changes in <br /> these factors are not anticipated to cause significant impacts to erosion and deposition on the site <br /> or in receiving waters. <br /> B.POTENTIALLY SIGNIFICANT IMPACTS WHICH CAN BE MITIGATED BELOW <br /> A LEVEL OF SIGNIFICANCE AND MITIGATION MEASURES <br /> The following issues from eleven of the environmental categories analyzed by the EIR, including <br /> Land Use,Plans and Policies;Visual and Aesthetics;Community Services and Utilities; <br /> Transportation and Circulation;Cultural Resources;Vegetation and Wildlife;Air Quality;Noise; <br /> Geology, Soils and Seismicity;Hydrology,Geohydrology,and Water Quality;and Public Health <br /> and Safety,were found to be potentially significant,but can be mitigated to a less-than-significant <br /> level,with the imposition of mitigation measures. The Planning Commission finds that all <br /> potentially significant impacts of the project listed below can and will be mitigated,reduced or <br /> avoided by imposition of the mitigation measures,and these mitigation measures are set forth in <br /> the Mitigation Monitoring and Reporting Program Plan adopted by the Planning Commission. <br /> Specific findings of the Planning Commission for each category of such impacts are set forth in <br /> detail below. Public Resources Code Section 21081 states that no public agency shall approve or <br /> carry out a project for which an Environmental Impact Report has been completed which <br /> identifies one or more significant effects unless the public agency makes on or more of the <br /> following findings: <br /> 1. Changes or alterations have been required in,or incorporated into,the project which mitigate <br /> or avoid the significant effects on the environment. <br /> 12 <br />
