b.Expansion of Landfill Activities Within 10,000 Feet of a Stockton Metropolitan Airport <br /> Runway. <br /> Potential Significant Impact(A.3): <br /> The proposed project would expand landfill activities within 10,000 feet of a SMA runway. <br /> Finding: <br /> Based upon the analysis in the EIR, implementation of the bird abatement and reporting measures <br /> in the Mitigation Measure will make impacts from expansion of landfill activities within 10,000 <br /> feet of a Stockton Metropolitan Airport runway less than significant. <br /> The following mitigation measures will mitigate these impacts to below a level of significance. <br /> Mitigation Measures(Impact A.3): <br /> (a) The project sponsor shall request FAA, CIWMB, and LEA review of the proposed <br /> project and, specifically, bird abatement programs. The SMA shall also be notified The <br /> project sponsor shall abide by any additional reasonable and feasible measures <br /> designated by this agency to mitigate bird population impacts that could be caused by the <br /> proposed project. <br /> (b) The project sponsor shall conduct a bird survey before construction of the project and <br /> monitor bird population after operation of the landfill expansion begins. The bird <br /> monitoring will be part of the Wildlife Hazard Management Plan. If follow-up survey <br /> shows an increase in bird populations, increase mitigation measures such as covering the <br /> fill areas as soon as possible and using noise-makers and other measures as necessary to <br /> discourage birds from the site until bird population levels return to the level found in pre- <br /> expansion surveys. <br /> (c)As required by California Code of Regulations 17258.10(b),Airport Safety, the owner <br /> or operators proposing to site new MSWF units and lateral expansions within a five-mile <br /> radius of any airport runway end used by turbojet or piston-type aircraft must notes the <br /> affected airport and the FAA. The results of Mitigation Measures(a) and(c) will be <br /> written in the format of a demonstration. F <br /> (d)As required by California Code of Regulations 17258.10(c),Airport Safety, the owner <br /> or operator must place the demonstration in the operating record and notify the CIW1M <br /> that it has been placed in the operating record <br /> Facts in Support of the Finding. <br /> The potential for impacts of landfill expansion within 10,000 feet of a Stockton Metropolitan <br /> Airport runway is discussed in Section III.A of the EIR. The landfilI's historic performance has <br /> been good in not creating hazards to aviation. The purpose of the bird abatement and reporting <br /> measures is to control the number of landfill-related birds near the airport. <br /> 14 <br />
