Generation of Light and Glare <br /> Potential Significant Impact(B.3): <br /> The proposed project would generate additional sources of light and glare in the project site. <br /> Finding: <br /> Based upon the analysis in the EIR, implementation of the light and glare control measures in the <br /> Mitigation Measure will make impacts from light and glare less than significant. <br /> The following mitigation measures will mitigate these impacts to below a level of significance. <br /> Mitigation Measures (Impact B.3): <br /> (a)A 6-foot chain linkfence or otherfencing approved by the County would be <br /> constructed at the perimeter of the facility so that public access (and access to these <br /> views) would be limited. <br /> E <br /> (b) The facility would continue to operate only during daylight hours so that excessive <br /> amounts of light would not be generated by the project. <br /> (c) The use of highly reflective surface materials in constructing structures on the site <br /> shall be restricted. Exterior building materials shall be painted or otherwise treated with <br /> muted earthtone colors. <br /> (d)At any time in the development of the expanded landfill when additional lighting is <br /> proposed,preliminary lighting designs should be sent to the Northern California <br /> Women's Facilityfor review and comments. it <br /> (e) The Stockton Airport management shall be provided with project lighting plans for <br /> review and comment. Modifications to the lightingplan shall be made as necessary to <br /> avoid conflicts with airport operations. <br /> Facts in Support of the Finding: <br /> The potential for generation of light and glare is discussed in Section III.B of the EIR. <br /> Implementation of the mitigation measures listed above would minimize light and glare from the <br /> project site. <br /> i! <br /> b.Debris and Litter Impacts <br /> I, <br /> Potential Significant Impact(B.4): I <br /> The proposed project would extend the number of years of landfill operations and therefore <br /> extend the number of years for the potential of debris and litter along access roads and at the site <br /> during transporting and handling of material. <br /> 16 <br />
