Finding: <br /> ii <br /> Based upon the analysis in the EIR, implementation of the litter control measures in the <br /> Mitigation Measure will make impacts from debris and litter less than significant_ <br /> The following mitigation measures will mitigate these impacts to below a level of significance. <br /> Mitigation Measures(Impact B.4): <br /> (a)Refuse would be compacted and covered as soon as possible after disposition to <br /> reduce amounts of blowing litter. <br /> (b) Portable litter control fences would be strategicallyplaced to reduce the amount of <br /> blowing litter. <br /> I <br /> (c) The workingface would be oriented to the downward side of prevailing winds to help <br /> reduce litter. <br /> (d)Periodic inspections would be conducted to collect and contain litter on-and off-site. <br /> Facts in Support of the Finding: <br /> The potential for debris and litter impacts is discussed in Section IILB of the EIR. :! <br /> Implementation of the mitigation measures listed above, along with current landfill operating <br /> procedures for litter control,would minimize litter impacts from the landfill site. <br /> c.Creation of Excessive Dust and Haze by Excavating,Moving,and Depositing Soil for <br /> Daily Cover <br /> Potential Significant Impact(B.S): <br /> " The proposed project could create excessive dust and haze in the vicinity of the project by <br /> E excavating,moving,and depositing soil for daily cover. <br /> Finding: <br /> Based upon the analysis in the EIR,project operational procedures will make impacts from dust <br /> and haze less than significant. <br /> The following mitigation measures will mitigate these impacts to below a level of significance. <br /> Mitigation Measures (Impact B.S): <br /> (a) Unpaved roadways and other disturbed, unvegetated areas of the site (not including <br /> the active area of the landfill) would be sprayed with water and dust-suppressing <br /> chemicals,for dust control as necessary. In addition,Mitigation Measure G.I would <br />` mitigate dust generation to a less-than-sign y1cant level. <br /> 17 <br />
