Facts in Support of the Finding:
The potential for increased landfill gas generation is discussed in Section II1.G of the EIR. The
measure above is designed to mitigate impacts of increased landfill gas generation.
d. Generation of Odors
Potential Significant Impact(G.5):
Landfill wastes would generate objectionable odors.
Finding:
Based upon the analysis in the EIR,a landfill gas control system,mixing of odorous wastes with
other wastes,expeditious material handling,and covering odorous materials will make odor
impacts less than significant.
The following mitigation measures will mitigate these impacts to below a level of significance.
Mitigation Measures (Impact G.S):
(a) The project includes the design and implementation of a landfill gas recovery or
control system to ensure efficient destruction of odoriferous substances.
(b) Excessively odorous wastes shall be mixed immediately with other landfill wastes,
depending on their nature and source. If diluting the intensity of odor is not sufficient,
then the operator shall immediately cover offensive materials as soon as they arrive at
the landfill.
(c) The operator shall ensure that loading, unloading, and material handling activities
are carried out efficiently and without delays to avoid excessive odors.
(d) The operator shall apply daily cover over odorous materials as soon as possible.
Facts in Support of the Finding:
The potential for generation of odors is discussed in Section II1.G of the EIR. The measures
above are designed to mitigate odors.
8. Noise
a.Increase in Ambient Noise Levels
Potential Significant Impact(H.1):
On-site equipment and activities would result in an increase in ambient noise levels at the nearest
receptor.
Finding:
40
