q <br /> E <br /> J <br /> Based upon the analysis in the EIR,compliance with San Joaquin County noise standards, <br /> setbacks, limitation of operating hours, and the potential for a soundwall will make noise impacts <br /> less than significant. <br /> The following mitigation measures will mitigate these impacts to below a level of significance. <br /> Mitigation Measures (Impact H.1): <br /> (a) The proposed project must conform to the San Joaquin County Noise Standards <br /> contained in the County's General Plan. The project sponsor shall be required to <br /> Ii demonstrate compliance with this performance standard. Work areas could be limited, <br /> work times close to the residence could be rescheduled, noise barriers such as earth <br /> berms could be designed, and noise monitoring shall be undertaken to demonstrate <br /> compliance in the event noise complaints are received. <br /> (b)If project-related noise levels, measured at the property line of any residential use, <br /> would exceed an hourly average of 45 dBA during the nighttime or 55 dBA during the <br /> daytime, then setbacks and a limitation on hours of operation shall be mandatory. As <br /> recommended in the Forward, Inc., Landfill Use Permit Modifications, the option of a i <br /> soundwall at 9690 Austin Road shall be available to the resident(SJC, 1993).
