q E J Based upon the analysis in the EIR,compliance with San Joaquin County noise standards, setbacks, limitation of operating hours, and the potential for a soundwall will make noise impacts less than significant. The following mitigation measures will mitigate these impacts to below a level of significance. Mitigation Measures (Impact H.1): (a) The proposed project must conform to the San Joaquin County Noise Standards contained in the County's General Plan. The project sponsor shall be required to Ii demonstrate compliance with this performance standard. Work areas could be limited, work times close to the residence could be rescheduled, noise barriers such as earth berms could be designed, and noise monitoring shall be undertaken to demonstrate compliance in the event noise complaints are received. (b)If project-related noise levels, measured at the property line of any residential use, would exceed an hourly average of 45 dBA during the nighttime or 55 dBA during the daytime, then setbacks and a limitation on hours of operation shall be mandatory. As recommended in the Forward, Inc., Landfill Use Permit Modifications, the option of a i soundwall at 9690 Austin Road shall be available to the resident(SJC, 1993). The f measures above are designed to mitigate noise impacts. b.Cumulative Increase in Ambient Noise Levels I Potential Significant Impact(H.3): i I The project,along with cumulative development,would raise ambient noise levels in the region.
